Tender description

The MoD intend to increase the duration and value of the existing external assistance contract (CCCC17A63) with Deloitte LLP by 708,333k GBP (exc. VAT) and until 31.3.2018. Deloitte have been supporting the MoD in developing, collaboratively with industry, an Alliance construct for stand up April 18 to enable effective delivery of the Dreadnought Submarine Programme, a key enabler to the Defence Strategic Objective of Continuous At Sea deterrence (CASD). Deloitte have been instrumental in the design and are now required to support the MoD in implementing the Alliance CONOPs by facilitating senior agreements, drafting detailed implementation documentation and resolving emerging issues between the parties. This contract relates to external assistance to support through the work-streams which now requires an extension to the contract that ends on 14.11.2017 until 31.3.2018. Specific detailed knowledge and skills are required for this project to achieve the objectives of Pro. The Crown Commercial Service, acting as managing agent for the Ministry of Defence, proposes to extend the duration and value of the Contract for the Provision of Continuing External Assistance for Project Seagull Phase 3 with Deloitte LLP. It is considered that this contract extension can be placed using the negotiated procedure without prior publication of a contract notice pursuant to Article 32(2)(b)(ii) of Directive 2014/24/EU of the European Parliament and of the Council (Regulation 32(2)(b)(ii) of the UK Public Contracts Regulations 2015) for the reasons set out below. Seagull is a fast paced programme of work with extremely challenging milestones to implement the design by 31.3.2018. Facilitating the Seagull work requires a trusted and independent party with a detailed understanding of the original design intent and the relationships necessary to complete highly political negotiations and hold the parties to account. It is crucial that the Seagull team have an understanding of the politics surrounding the negotiations, including historical points already agreed, sensitive issues and red lines for each of the parties. Without this knowledge there is a risk that sensitive situations will be handled inappropriately, impacting the project timescales and future programme performance. The Seagull team must ensure that the workstreams move forward at pace, leading the workstreams to ensure that the necessary decisions are made to move the program forward. MOD would not be able to provide sufficient briefing to enable a new team to meet the minimum technical requirements to deliver the programme to the required timescale. Therefore to bring in a new team at this stage would jeopardise achievement of the Alliance Initial Operating Capability by 31.3.2018. This represents an unacceptable risk to MOD due to the potential impact on CASD. Deloitte's work to date means that they already have the confidence and trust of all parties and are the only organisation in a position to ensure that the design intent is developed and matured in a tri-party context in the time required.
