Tender description

The Council is inviting Tenders for the provision of Externally Hosted Live Online Lessons and Asynchronous Learning and Associated Services. The Council requires the successful Tenderer to: —Provide Live Online Lessons consistent with National Curriculum expectations to meet the needs of Derbyshire students who are currently unable to access mainstream education provision; —Provide associated Asynchronous Learning Activities; —Work in collaboration with staff from Derbyshire Children's Services to manage and monitor the attainment and progress of Students accessing the provision; —Ensure effective Safeguarding of all Students accessing the provision; and —Provide associated services which will include implementation, account management, training, support and maintenance. The Council requires a commercially available, fully functional Solution. The Contract shall be a supply arrangement to one acceptable source of supply for a period of 4 years from Go-Live with options to extend on an annual basis for up to a further 4 years, taking the maximum contract period to 8 years from Go-Live. The Council is seeking to implement the Solution and all functionality to be delivered and available to Users as soon as possible, but by June 2018 at the very latest. The Council is seeking Tender Responses from suppliers that are able to provide Live Online Lessons and associated online Asynchronous Learning activities for Students at KS3 and KS4, and occasionally Students nearing the end of KS2, together with any additional required Associated Services such as implementation, training, account management and support & maintenance. This will ensure the effective running and management of the Provision, in order to support and enhance the Provision available to Students through the Virtual Classroom. The Council anticipates purchasing up to a total of approximately 10 000 hours of Provision time per annum. There is an expectation that at least half of the overall Provision time will be delivered via Live Online Lessons and the remainder delivered via Asynchronous Learning activities. However, no guarantees can be provided by the Council as to the exact number of hours purchased. The Solution must enable Students to join Live Online Lessons from any venue with internet access, which in practice is mainly from their own home, if they are appropriately supervised. The Council requires a commercially available, fully functional Solution. This requirement has not been separated into lots as the Council has a single requirement for seamless integration, generation of efficiencies and the primary contractor having full responsibility for delivery of the Solution.
