Tender description

The Trust is looking to appoint Contractor(s) to the following Lots for the disposal of waste. There is the option to have the same Contractor providing services to more than one Lot however due to Lot 5 Miscellaneous Waste being an emergency ad-hoc collection service for the other waste streams this Lot cannot be awarded to the same contractor as the General and Recycling or Offensive/Hygiene Lots. — Lot 1 — Clinical Waste, — Lot 2 — General and Recycling Waste, — Lot 3 — Workshop Waste, — Lot 4 — Confidential and Uniform Waste, — Lot 5 — Miscellaneous Waste Streams, — Lot 6 — Offensive/Hygiene Waste. The successful contractor will be required to collect all patient generated healthcare waste (with the exception of offensive/hygiene waste) from 2 Trust waste marshalling points. The marshalling points are at Barton Mills and Clacton; they are locked 20 ft long ISO containers, which are provided by the Trust. The contractor will operate a cart swap over system. Ramps are provided at each marshalling point for the contractor to remove full carts and exchange with clean and empty carts ready for the Trust to fill. The contractor will need to perform weekly collections from each site. This lot consists of General and Recycling Waste and should not be contaminated. Therefore it does not require incineration or alternative treatment. The contactor(s) is required to provide clean lockable and where appropriate wheeled containers at all times to specific stations for the purpose of storing general and recycling waste prior to on site Collection. The containers, subject to approval of the Trust's authorised officer(s) will minimize the handling of general and recycling waste and be compatible to the contractor's transportation system and the Trust's on site storage. Tenderers are advised that the Trust seeks a decant onsite service of both waste streams. The majority of ambulance stations produce both waste streams of some description. Collections can vary from two collections every week to once a month dependent on size of ambulance station. This lot consists of the management and disposal of vehicle workshop waste and the provision of a manual parts washer to be sighted within each Trust workshop. The successful contractor will be required to collect all workshop waste from two sites (Barton Mills and Hellesden). The contractor will need to perform monthly collections from each site for most waste streams. The exception waste streams are: a) Contaminated oil this needs to be every other month. b) Tyres will be upon request The waste stream(s) the Contractor(s) will be required to manage under this contract are specified below. Aerosols, Antifreeze, Brake fluid, Contaminated rags, Granules, Lead Acid Batteries, Mixed fuels, Oil filters, Scrap Metal, Tyres, Waste oil. This lot is for the supply of onsite shredding of confidential waste, collection of out of date uniform for destruction and an ad hoc bag collection service for high levels of confidential waste. The contractor will monitor all waste streams from collection to final disposal. Tenderers are advised that the Trust seeks decant onsite service of both waste streams. The majority of ambulance stations produce both waste streams of some description. Collections of confidential waste can vary from fortnightly to monthly dependent on size of ambulance station. Trust uniform will be made available to be collected in line with the confidential waste bin collection schedule. The Trust needs a service provision for a contractor(s) to collect its' miscellaneous waste streams not covered under the other specifications. In addition the successful contractor will also need to be able to provide an emergency ad hoc collection service for general, recycling and offensive/hygiene waste streams in the eventuality of the other contractors not being able to provide a scheduled collection. Due to the requirement of being an emergency collection service for the fore mentioned waste streams, this lot cannot be awarded to the same contractor as the General and Recycling or offensive/hygiene lots. The Trust currently disposes of all of its patient generated healthcare waste in the yellow highly infectious waste stream. However it is accepted that this position is not an acceptable solution and therefore there is a project underway to re-segregate our patient generated healthcare waste streams as per HTM 07-01: Safe Management of health care waste. The successful contractor will be required to collect the offensive/hygiene waste from two Trust waste marshalling points. The marshalling points are at Barton Mills and Clacton, they are locked 20 ft long ISO containers, which are provided by the Trust. The contractor will need to perform weekly collections from each site; the collection day and time is to be agreed with the successful contractor as part of the implementation plan.
