Tender description

Flintshire County Council are looking to commission 24hr direct care and support across four supported living properties for eleven people. This service is provided 365 days and nights a year for service users with a low — moderate learning disability who reside in Flintshire and have been assessed by the Council as requiring community support services. Providers are able to bid for this tender as 3 separate lots or as a whole (all 4 houses). The lots are broken down into localities: Lot 1 — Caerwys; Lot 2 — Bagillt; Lot 3 — Broughton and Buckley. Service Aims. Our aim is to provide innovative care and support services to people with a learning disability to enable them to live in their own homes as independently as possible. Flintshire County Council is committed to maximise individuals independence both during the day and overnight and is seeking a partner organisation to introduce a model of profession that will gradually reduce dependency on the traditional service model and maximise choice and control for service users living in the community. We would seek from the provider a detailed business plan to reflect the introduction of assistive technology and active support to enable some reduction in individual support needs identified within the first 18 months of the contract duration. The plan should reflect 6 months, 18 months and 3 years in the journey of progression. All of the individuals living at the properties have a learning disability, so it is vital that providers can ensure the availability of a stable and competent workforce skilled in meeting the individual needs of all those living in these properties. Flintshire County Council require evidence of effective leadership and management at a local level to take forward these schemes. The successful provider must be able to demonstrate an established track record of support to individuals with learning disability needs within the community (domiciliary services). The Council will wish to test the provider's organisational structure with particular emphasis on contingency planning to ensure service users are not left in a vulnerable position through changes in personnel. Families will be actively involved in the selection process and have opportunity to seek feedback directly from the provider organisation as part of the tender process. TUPE will apply to this contract, however the majority of staff can be accommodated within the existing local authority provision and the potential risk around TUPE transfer is minimal. The duration of the contract is 3 years with the option of up to two years extension which is renewable annually. The organisation is committed to contributing to the social, economic and environmental well-being of the wider community, accordingly the requirement to include an outline of potential community benefits will be mandatory to the successful providers.
