Tender description

This is a prior information notice (PIN) only: publication and call for competition will be conducted once scope of work is fully defined and approved. Subject to programme approval by the Government of India (GoI), the UK's Department for International Development (DFID) intends to provide technical assistance for improving the delivery of skill development initiatives in India. The project plans to upgrade India's vocational training capacity in selected high demand sectors, resulting in up to 1 million people receiving better training and assessment. This will be delivered through significant international partnerships on skills development and contribute to improving the labour market for Indian and international firms including with the UK institutions. DFID is seeking a Service Provider to implement this programme to work with various stakeholders, both public and private, engaged in delivering vocational education / skill development services. The programme components are: 1. Strengthened and sustained Capacity Building of institutions involved in the planning, delivery, assessment and certification of vocational training (including promote international accreditation) in up to five selected sectors. 2. Technical assistance for policy reforms and design/implementation of government skilling initiatives (e.g. assessment, apprenticeship) to increase the uptake and improve quality and effectiveness. 3. Enhance the private sector's contribution to skilling through partnerships with international businesses and institutions including from the UK. 4. Support and pilot innovations in skills e.g. use of technology, new delivery instruments, etc. 5. Documenting and disseminating good practices and lessons learnt. As capacity building of partner organisations is a fundamental programme requirement, it is our intention to link a significant proportion of the supplier's remuneration to evidence that they have successfully built enduring capacity in the GoI and other organisations to take forward the policy and programmes themselves. Partners for this TA collaboration are: — Government of India — Ministry of Skill Development and Entrepreneurship, autonomous institutions of the ministry [such as National Skills Development Agency (NSDA), National Skills Development Council (NSDC)]; — Select State Skill Development Missions and Industry clusters; — Sector Skills Councils in selected priority sectors; — Corporates and Industries from India, UK and others; Industry associations; — International institutions engaged in vocational training and skill development (including from the UK). The indicative project value will be up to 10 000 000 GBP with potential for this to increase, although values are indicative and likely to change. The project will run for up to 4 years. A Partners/Suppliers Information workshop is planned for Whitehall, London on Monday 21st November at 11:30 (GMT) and DFID Delhi office (British High Commission, Shantipath) on 27th November at 14:00. The purpose of the workshop is for DFID to engage with our partners early on to gain information and understanding of partners, explore approaches and increase DFID's knowledge on how to proceed with this programme for implementation.
