Tender description

DFID intends to procure supplier services under three discrete lots. Prospective suppliers, including through an arrangement of Joint Venture/ Consortium, are invited to bid for one or more lot with each being evaluated separately based on the merits of the individual tenders against pre-identified scoring criteria for each lot. The 3 lots are: — Lot 1 — Nepal Climate Change Support Programme; — Lot 2 — Nepal Renewable Energy Programme; — Lot 3 — Nepal Urban Resilience Programme. Lot 1: 4.5 years inclusive of 6 months inception phase with a budget of upto 4 500 000 GBP (inclusive of any applicable tax). No time or cost extension envisaged. Lot 2: 4.5 years inclusive of 6 months inception phase with a budget of upto 10 000 000 GBP(inclusive of any applicable tax). No time or cost extension envisaged. Lot 3: 5 years inclusive of 3 months inception phase with a budget of upto 8 000 000 GBP (inclusive of any applicable tax). Extension upto 2 years and 20 % of contract value. Lot 1: DFID is seeking the services of a supplier to provide Technical Assistance (TA) to the Government of Nepal to assist implementation of The Nepal Climate Change Support Programme (NCCSP) Phase 2. NCCSP Phase 2 builds on a successful DFID funded programme with the Government of Nepal which ran from 2015 — 2017. The contract will run for 4.5 years with a budget of upto 4 500 000 GBP (inclusive of any applicable tax). The contract duration is inclusive of a 6 month inception phase. No time or cost extension envisaged. The objectives of the TA tenderer for NCCSP phase 2 are to: — Help the Government of Nepal to deliver the NCCSP programme effectively, efficiently and economically through provision of technical expertise. — Reduce the fiduciary risk associated with the programme, (i) by providing oversight over the Government's financial management and reporting and (ii) through measures to strengthen public financial management systems. — Strengthen the capacity of Government of Nepal (both central and new local governments) to implement climate change adaptation programming today and in the future. — Share learning from NCCSP with others and lead the coordination of partners working on community based adaptation in Nepal. DFID seeks the services of a supplier to support the Government of Nepal to lead a new national framework for the off-grid renewable energy sector. The supplier will also directly spend DFID funding on a programme of activities in line with the national framework. The tenderer will deliver outputs against four objectives: — Build the capacity of Government of Nepal to lead and deliver investments in line with the National Off-Grid Renewable Energy Framework. The Government's Alternative Energy Promotion Centre (AEPC) will be the main entry point but other relevant institutions may also be considered. — Strengthen the capacity of the Government's Central Renewable Energy Fund to enable it to manage and spend climate finance. — Directly deliver programme activities related to: (i) increasing demand for renewable energy; (ii) improving the quality of supply of renewable energy technologies; and (iii) increasing the availability of finance for renewable energy. — Generate and share knowledge and research in relation to Nepal's renewable energy sector. Develop networks of partners working in the sector and facilitate knowledge sharing and learning. The value of the contract will be upto 10 000 000 GBP (inclusive of any applicable tax) over 4.5 years inclusive of a 6 month inception phase. No time or cost extension envisaged. DFID anticipates that ~50 % of programme funds would be allocated to demand/ supply/ finance for renewable energy technologies but welcomes suppliers to suggest a model that offers the best VFM. DFID seeks to engage a Supplier to implement DFID's Nepal Urban Resilience Project (NURP) as part of a wider programme on Disaster Resilience in Nepal. The programme is expected to run for 5 years, including 3 months inception period in year 1, with an envisaged budget of up to 8 000 000 GBP (inclusive of any applicable tax). The NURP will have two main results areas supporting the Government of Nepal's efforts to ensure more resilient urban areas to earthquakes, floods, landslides and other risks: — Strengthening local government to implement more disaster resilient urban building, planning, infrastructure and services; and — Supporting national level government to develop, implement and monitor policy on urban disaster resilience. Up to 95 % of the budget is envisaged to be spent on Result 1 and remaining for others. The NURP will focus on up to 7 urban centres (to be determined) and at a national level.
