Summary of the work The post holder will develop and maintain robust relationships with all parts of the business and the project teams, ensuring that all activities and deliverables meet the objectives of the unit and governance. They will identify any capability gaps of the portfolio office and manage the activities to address these. There will be close working with the various project teams and senor stakeholders What Specialists Work On The post holder will develop and maintain robust relationships with all parts of the business as well as within the project teams, to ensure that all activities and deliverables meet the objectives of the unit and governance. The individual will understand the wider objectives of the portfolio, have credibility within the environment, and be able to influence others. They must be able to develop and maintain effective working relationships with senior managers, the project/service teams and any third party service providers. The role will also provide strategic overview and scrutiny, ensuing alignment with wider policy and strategic initiatives. Skills & Experience • 4 years experience working in a Portfolio Management Office with demonstrable experience of leadership, and drive with the capability of improving the delivery of a PMO support team - 6% • Demonstrable experience of establishing PMO functions in multiple environments and business domains, tailoring existing standards and in house methodologies where necessary to deliver major business change– 4% • Demonstrable experience of co-ordinating and supporting the planning process and roadmap definition across a UK Government Programme and Portfolio - 7% • Demonstrable experience of managing a PMO team that supports Agile delivery methods and techniques across multiple locations -11% • Knowledge and demonstrable experience of Management Information, including statistical modelling, KPI definition, dash-boarding, RAID and reporting – 7% • Ability and demonstrable experience of defining and enforcing appropriate governance models across stakeholder groups – 5% • Planning experience from high level, strategic roadmaps to detailed project plans - 7% • Demonstrable experience of portfolio financial planning, budgets and forecasting across a number of different projects – 11% • Demonstrable experience of MPA Gateway Reviews and knowledge of PPM models (PRINCE 2, MSP, MoR practitioner or equivalent such as APM) including Agile – 7% Nice to Haves • Working in a high-profile service organisation of comparable size and complexity, contributing to the delivery of data analysis services, information and reporting. • Experience of working in an ITIL support environment • Experience of working in various stages of a procurement lifecycle or of leading work against a range of commercial specification Work Location Based in Croydon with some travel to headquarters in central London and various stakeholder teams in the UK Working Arrangments The supplier is expected supply a resource working within an agile team. We expect the supplier to be flexible. Off site and remote working can be accommodated, however due to security considerations this would need to be discussed. Travel to regional sites to be agreed, expenses incurred from travel outside of the M25/Greater London will be subject to Home Office Travel and Subsistence Policy. Security Clearance All staff must be SC cleared. We will ask bidders for details of key personnel, if successful the bidder will be asked for confirmation of security clearance or we will initiate clearance process. Can you please advise of whether this role falls inside or outside of IR35? This role is considered outside IR35 subject to confirmation on appointment of the candidate. 2. Regarding the SC clearance status, if the candidate does not hold active SC clearance and is willing to go through the process, can this be considered, if yes will you sponsor the security clearance? Yes and Yes. 3. Can you consider any other security clearance ? No. SC only. 4. What is the lead time for feedback once the application is submitted? Usually in the order of one week. 5. .Any chances of change in start date as the latest date mentioned is Monday 30 October 2017. Aiming for the declared date or as soon as possible after. 6. What are the other expenses which will be paid? Expenses for any necessary and pre-authorised business travel will be paid in accordance with the Home Office expenses policy. 7. What is the lead time for feedback once the application is submitted? About ten working days 8. What are the exact work locations? Lunar House Croydon, 2 Marsham Street, London and occasional travel to other offices when needed. 9. Is occasional remote working allowed? Only by agreement with the relevant manager.
