Tender description
Highams Park Academy Trust invite you to bid for the provision of catering services. Highams Park School is a single Academy school with 1550 students and over 200 staff. There are three areas within the school from which food will be served; the main school building which will cater to over 1200 year 7 to 11 students and 200 staff. The 6th form building catering to approximately 350 students and the youth centre which is a separate provision for 240 year 11 students. The youth centre requires a deli counter only rather than hot food. The 6th form building opened in June 2017 and has a vacant kitchen which requires a coffee machine and a café style menu. We hope to work in partnership with a supplier who has a commitment to providing a healthy and enjoyable experience for students and staff whilst providing excellent value for money. Timeline The timetable for the tender process is as follows: — Invitation to Tender issued — 17.10.2017 — Contractors visit to HPA — 25.10.2017 — Tender submissions due — 17:00 16.11.2017 — Interview shortlist agreed by the School — 20.11.2017 — Short listed suppliers interviews — W/C 27.11.2017 — Visit to shortlisted contractors site — 6.12.2017 and 8.12.2017 — Recommend to Governing Body — 18.12.2017 — Response to successful supplier — 20.12.2017 1.0 The contract covers the scope for the provision of catering services within the school, which currently includes breakfast, morning break, lunch, all hospitality and free issue requirements. Free school meals and hospitality will be charged at cost price, based on consumption. The Senior Leadership Team and Governors have identified improved ‘value for money’ as a priority to parents and this is perceived as key to encourage an increased uptake of the overall catering service provided. The successful contractor will work closely with the school to manage the provision of catering and the overall ‘meal experience’, with student education on making healthy dietary choices being an important part of their educational experience. 2.0 Information required in the proposal As the first stage in the tender process, please prepare and submit a short written tender document summarising your suitability for appointment as the school's caterers. Tenders should take all of the selection criteria outlined above into account and as a minimum include the following information: Details about your firm, including: — Structure, size and locality — Relevant Academy and other education clients — Evidence of compliance to all health and safety legislation and Food Safety Inspection reports — Two references from clients whom the Trust would visit upon moving to the next stage of the tender process. Your people: — Confirmation of DBS for all members of staff — TUPE arrangements Fees — Details of proposed budget for the first year — Your proposed billing schedule — Details of how fees would be set and agreed in future years. Please submit your proposal to Summaya Aziz through email on saziz@highamsparkschool.co.uk by 17:00 on 16.11.2017. 3.0 Selection criteria The Trust will apply the following selection criteria when determining the chosen supplier: Following a review of a submitted cost and sales analyses based on student numbers and the provision required within the school as detailed in the scope of services, the preferred supplier will be assessed on the guaranteed return /cost per annum for the school including the management fee. — Level of expertise and prior experience of the supplier. — Ability to demonstrate a clear understanding of the scope of services as stated in this document. — Approach of how each of the points will be delivered: mainly — Responsibility for all compliance relating to Health & Safety Legislation. — Increasing the reputation of the catering service amongst staff and students — Service specification — Clear definition of responsibilities of catering staff with regards to cleaning and maintenance. — Ability to demonstrate a clear commitment to developing a strategic partnership with the school. — Opportunities for investment in the existing canteen facilities and/or atmosphere including concepts for the new 6th form canteen area to provide a suitable experience for Year 12 & 13 students. Please ensure that each of these criteria is clearly addressed in both your written submission and any subsequent presentation. 4.Decision making process The interview panel will consider the outcome of all panel interviews in detail and may contact firms with supplementary questions or requests for further information. The panel will then shortlist 2 suppliers and visit a site where they operate to review the menu. Following this they will make a recommendation for appointment of caterers to the Governing body on 18.12.2017.
