This notice gives prior information of a procurement process that will establish a professional services framework to work alongside the Southern Construction Framework. The framework will comprise 2 lots; Lot 1 Project Manager/Cost Manager; Lot 2 Multi Disciplinary Designer. Consultants are invited to attend a Supplier Information Day on 14.11.2017 commencing at 14:00 at the National Self Build and Renovation Centre, Lydiard Fields, Great Western Way, Swindon SN5 8UB. Please note 13:30 check-in time. This Lot 1 will provide Project Manager and Cost Manager services on public sector construction projects with a construction value exceeding 2 000 000 GBP. Typical projects will comprise construction of schools, college and university buildings, leisure buildings, fire and police buildings, civic offices and facilities, health facilities, charity sector buildings and local government buildings. The scope may include incidental project related civils works, for example access roads, car parks, multi storey car parks, retaining structures. SCF Professional Services is not intended to be used for highways, infrastructure works, (e.g. rail, canal, coastal defences, river defences, bridges, viaducts, pipeline or tunnelling). Consultants can bid for either Lot 1 or Lot 2 but not both. (This is to better differentiate the roles and responsibilities under NEC 4 and the framework guidelines and working practices.) The contract model will be 2-stage open book, to promote collaborative working and early contractor involvement, generally using NEC4. (in line with the draft National Construction Category Strategy). The framework is not intended to be exclusive; existing SCF clients may prefer to carry on using their own PM/CM teams or consultants. The objective is to offer existing SCF clients and new SCF clients a fully compliant PM/CM framework that has the necessary skills, experience and resource to successfully manage complex projects and programmes of work in the public sector using two stage open book. The framework is intended to primarily support the SCF contractor framework which operates in SW England, SE England and London; but is being extended to support the West Midlands and South/Central Wales. Consultants will be required to support projects across the full geographic area as described above. Consultants will be invited at ITT to bid for Project Manager, Cost Manager, Health and Safety Advisor and Contract Administrator services in accordance with the RIBA stages and RIBA toolkit. The fee percentages submitted are deemed to be ‘Not To Exceed’ and will apply to all geographic areas equally (i.e. no regional variation). In mini competition the submitted ITT fee percentages can be reduced according to the location and complexity of the project. Prior to mini competition, the client will select the actual PM/CM services required. It is anticipated that there will be 3 consultants on this lot and that consultant appointments will be made following a quality price mini competition. The current SCF framework is in its third generation. Over the last 12 years this regional framework has delivered some 5 000 000 000 GBP of public sector projects in Southern England, for around 150 clients. This SCF Professional Services framework is intended to be operational in Q1 2019 to align with SCF 4 (contractors), which will also launch in Q1 2019. The annual spend on PM/CM services is estimated to be 7 500 000 GBP. With added allowance for contingency, the scope in professional services over the 4 years could be up 44 000 000 GBP. This would be in respect of a variety of construction works projects in the region of around 1 000 000 000 GBP over the 4 years Please note that suppliers will be required to pay a framework management fee of 15 000 GBP per year. For projects in the West Midlands and South/Central Wales an additional levy will be made for supporting the operation of the framework outside of the core SCF area. This will be a small percentage of the net construction cost and will be added to the consultant's charges and be paid by the consultant to the SCF framework. The fee percentages submitted are deemed to be ‘Not To Exceed’ and will apply to all areas (i.e. no regional variation). In mini competition the submitted ITT fee percentages can be reduced according to the location and complexity of the project. It is anticipated that there will be 3 consultants on this lot and that appointments will be made following a quality/price mini competition. The current SCF framework is in its third generation. With allowance for contingency, the aggregate total of multi disciplinary designer professional over the 4 year of the framework could be up to 156 000 000 GBP. This would be in respect of a variety of construction works projects in the region 1 000 000 000 GBP over the 4 years. Please note that suppliers will be required to pay a framework management fee of 15 000 GBP per year.
