Tender description

Portsmouth City Council (the Authority) is inviting expressions of interest from providers for printing and delivery of magazines and other publications. The Authority is seeking to award the contract to a single provider. The contract will commence on 15.1.2018 and will run for an initial term of 3 years extendible in increments to be agreed at the option of the Authority to a maximum of 5 years. The estimated value of requirements that may be sourced via the contract over a 5 year period may be up to 1 200 000 GBP, however based upon current known requirements the value stands at 680 000 GBP. However the Authority cannot commit to any minimum volume of work and associated contract value. Application is via submission of a completed Supplier Selection Questionnaire (SSQ) by no later than 9.1.2017. The Authority has a requirement for three publications being: — Flagship — A 40-page, A4 resident's magazine, which goes to every home and 4 000 businesses in the city. Printed 6 times a year in February, April, June, August, October and December. Print run 93 000 copies each edition. — House Talk — A 16-page, A4 magazine, which is delivered to all residents and leaseholders who occupy the Authority's social housing, 3 times a year. Print run is 18 000 each edition. — Term Time — A 24-page, A4 magazine, which is provided to schoolchildren and parents. Printed twice a year — May and October. Print run is 26 500 per edition. Additional publications may be required over the course of the contract. Also, whilst there is no current demand for printing and delivery of publications outside of the Authority's requirements, the Authority actively markets its services to public, private and 3rd sector organisations which may require delivery across the South East of England. Any work undertaken for other organisations will be via the Authority and not via direct contract with the provider. Whilst volumes may increase conversely they may also decrease. As such, the Authority cannot commit to any minimum volume of work and associated contract value. In letting the contract the Authority will run the procurement process in line with the following programme: SSQ deadline for clarification — 24.10.2017. SSQ submission deadline — 9.11.2017. Tender Issued — 20.11.2017. Tender deadline for clarification — 8.12.2017. Tender submission deadline — 20.12.2017. Contract Award — 10.1.2018. Contract Commencement — 15.1.2018.
