Why the Work is Being Done As part of the on-going work of the Digital Ecosystem Unit (DEU) we have completed a number of Discovery and Alpha projects in areas including Social Security, Information Sharing, Licensing and Grants, and Data Hosting. This work has validated our thinking in respect of a large degree of commonality in the services being delivered and therefore the potential value in reusing capabilities across the Scottish Government (SG) and Scottish public sector. Along with our work on the Digital First Service Standard, we have identified emerging user needs for an ecosystem catalogue. Problem to Be Solved No catalogue of re-usable ecosystem components exists to facilitate the reuse of services instead of the procurement or creation of new ones. The problem is to create a catalogue service to facilitate the identified user needs, ensuring the maximum appropriate reuse of existing services. The full catalogue work must include documentation of the underpinning commercial and service delivery models, definition of a set of levers to initiate discussions regarding large-scale transformation opportunities within the public sector, and definition and handover of a prioritisation model to the pipeline management function of the Digital Directorate. Who Are the Users We have identified several potential users for the ecosystem catalogue. A digital director must understand the common capabilities within the digital landscape to ensure resources are focussed on the capabilities likely to result in the greatest amount of digital transformation in the sector. A service owner performing a Discovery exercise must be able to review the ecosystem catalogue to ensure they are identifying the potential for reuse of the most appropriate components. Additionally, a service owner delivering a capability must ensure the capability delivers the maximum reuse and benefit to the public sector Early Market Engagement Work Already Done Existing Team The DEU aims to transform the public service landscape by working with public sector partners to identify common business capabilities and develop digital solutions so that they can be used across different ‘vertical’ (individual) services and by different vertical service providers. As the focus is on digital transformation, the core team is comprised of Transformation Managers, Transformation Leads, Business Analysts, User Researchers, Service Designers, Enterprise Architects, and a Delivery Manager. Current Phase Not started Work Location Victoria Quay, Edinburgh and various sites around Scotland as required. Working Arrangments The Supplier is expected to co-locate and embed with DEU at the SG’s building in Victoria Quay, Edinburgh, as well as travel within Scotland to sites housing the public sector organisations with which the Supplier will be working. A provisional list of these includes: SG’s Digital Directorate, NHS NSS, Revenue Scotland, Registers of Scotland, and SG’s Finance Directorate. Working as part of a multidisciplinary team, the Supplier will provide specialist resources and expertise to support the delivery of the Discovery and Alpha exercise, working alongside existing aforementioned roles within SG, as well as other specialist roles within the aforementioned organisations. Security Clearance All proposed individuals must have a certificate for a Basic Disclosure Scotland check prior to the contract start date. Complete the Scottish Government Security Process, prior to starting work on site, to allow them to work within our office. This can take 2 weeks to complete. Skills & Experience Are you able to co-locate and work in partnership with members of the Digital Directorate at SG offices in both Edinburgh and Glasgow for the duration of the contract?
