Summary of the work Develop user needs across several different products within the DQDC services. This will include working across multiple feature teams to help support the delivery of key services to Border Force Specialist role Business analyst Expected Contract Length 6 Months with the opportunity to extend for further period up to a maximum of a further 6 months. Latest start date Monday 16 October 2017 Maximum Day Rate £650 Who Speclialist Work With You will be working with a full team made up of a Delivery Manager, Product Manager, Developers and DevOps. What Specialists Work On The BA will be required to work within a feature team that is developing several different web, and API, based applications and services. The Data Quality capability is a service that provides reporting and analytics on Advance Passenger Information and other Aviation based data sets to Border Force. This work will involved engagement with Commercial carriers to understand their requirements Skills & Experience • Demonstrable experience of the BA role working within fast paced, agile and waterfall project delivery methodologies and in the application of GDS services standards to digital delivery – 8% • Proven expertise and experience of analysing, defining and articulating complex problems clearly across strategic, business, systems, process and data areas of work – 13% • Demonstrable capability to develop stories and epics to a high quality standard that can be used by developer – 5% • Demonstrable expertise of process modelling, gap analysis and requirements engineering (within agile frameworks) and the delivery of appropriate artefacts to progress development, achieve business objectives and TOMs - 20% • Strong stakeholder relationship/management skills, demonstrating significant success in facilitating collaboration, influencing, communicating and negotiating at all levels Operational and Supplier, with the ability to resolve potential conflicts early - 9%. • Significant expertise and experience of undertaking options identification, analysis, evaluation and recommendation to enable informed strategic and delivery decisions - 5% • Demonstrable knowledge of airline domain data with regard to passenger information – 5% Nice to Haves • Proven expertise and experience of articulating business and user needs for data analytics within the public sector • Significant understanding, expertise and experience of working within Government departments, the general business operations, data, organisational structures, systems and processes • Demonstrable experience of positively engaging and influencing senior stakeholder managers at a strategic level within Government departments Work Location Main location for the work will be at Bedfont Lakes Business Park for 4-5 days, with occasional other locations being central London and Croydon. Remote working may be available where necessary. Working Arrangments The supplier is expected supply a resource working within a feature team made of up of the specialist skills required to deliver the outcomes. We expect the supplier to be flexible to our needs and can make working with a mixed team across multiple sites effective. Off site and remote working can be accommodated, however due to security considerations this would need to be discussed. Travel to regional sites to be agreed, expenses incurred from travel outside of the M25/Greater London will be subject to Home Office Travel and Subsistence Policy. Security Clearance All staff must be SC cleared. We will ask bidders for details of key personnel, if successful the bidder will be asked for confirmation of security clearance or we will initiate clearance process. Is occasional remote working allowed? This will need to be agreed with the assignment manager 4. Is there any travel involved in this role and will the travel expenses be paid ? The role will be based in Bedfont Lakes Business Park with occasional travel to headquarters in central London and various stakeholder teams in the UK. 5. Is the rate inclusive or exclusive of VAT? Exclusive of VAT 6. Can you confirm if this role falls inside of the off-payroll working legislation (IR35)? This role is considered outside of IR35 legislation, however, it is up to the successful applicant to prove that they are outside of IR35 status as part of the on-boarding process. 7. The successful applicant will need to complete the HMRC on-line assessment which will determine their IR35 status. 8. Please can you confirm if this is a brand new position or if there is resource already in place? This role is replacing a current resource 9.
