Tender description
Baggage Injection Improvements (Check-in Line 4) in North Terminal at Birmingham Airport. Tenders are requested for outright purchase only. Low Level Control System Following some months of attempts to control the junction between the check in bank 4 collectors and Line 4 void conveyor it has been identified that CED on the collector conveyors themselves, or the perceived lack of it, is exacerbating the Junction Flow Control problems and this issue needs to be rectified with the JFC. It has been further identified due to a recent outage on this bank of check in desks (although not exclusive) that there is a point of obsolescence within the control panel for each check in desk, the point of obsolescence is the Siemens ‘LOGO’ unit spares of which are no longer available. With this in mind and coupled with the current operational issues it is felt that the whole of check in bank 4 would be better served by the installation of an ASI network to pick up all check in desk componentry and associated conveyor field devices, as a consequence of this it is also perceived that the implementation of CED on Check in bank 4 collectors could be better achieved through software configuration using standard software blocks. BHX believe that the bulk of these works can be carried out in none operational hours with little if any operational down time and It is requested that BHX obtain proposals for these works considering the following: — Survey of the current installation — Preparation of a ASi schematic for approval by BHX — Prepare a programme of works in order that the installation is completed prior to the BHX North Terminal Baggage Project. — New MCP panel to be installed replacing CP04. — Supply and installation of all control system componentry. — Electrical installation of the ASI network — Addressing of the ASi hardware and other devices — Testing of the ASi hardware and other devices — Reversion back to the current control system in time for normal operations during the above — Software development utilising standard software blocks to be carried out in parallel with the installation — Programming of the PLC and testing the software — Reversion back to the current version of software in time for normal operations during testing and commissioning — Final migration from the current system of control to the new system of control — SCADA I/O mapping to be carried out during none operational hours — A Category 4 safety system incorporating a Siemens S7 1500F PLC with Failsafe and standard I/O should be installed as part of these works. — All CID, Conveyors, Ploughs, Verti-sorts, Fire and Security shutters and CCTV should be integrated into Win CC SCADA. Mechanical Works — Check In Bank 4 Collectors — Current drives on the Check in bank 4 conveyors to be fitted with PMM drives. — New conveyors to be fitted with PMM drives and SICK PEC's to the same spec at the Samson Project to be installed. — Split into two collector conveyors C04-02-01 and C04-01-01 — Collector C04-01-01 to be shortened back and an extra queue installed prior to the luffing conveyor — The luffing conveyor C05-04-08 is to be replaced — Provide over height physical (non-controls based) detection at Check in. — The luffing conveyor is to be replaced. Currently there is only one luffing conveyor forming part of the check in bank 4 collectors and it's the one that delivers from check in bank 4 collectors onto line 5. Mechanical Works — Line 5 — Install as many queues as is possible on conveyor C05-05-03 prior to the junction with C05-04-08 — Replace the plough to divert check in bank 5 bags onto collector 4 Controls Works to the Line 5 Junction — Provide control of the C05-05-08 and C05-04-02 junctions to facilitate flow from check in Banks 4 and 5 onto line 4 Other works — Special consideration to be made for Maintenance, access to maintainable equipment and adequate lighting (Min 300 lux) — Maintenance training for all new equipment. — All Bends, Verti-sorts and ploughs to be the same manufacturer as the Samson Project (Transnorm) for ease of spares.
