Tender description

Sefton Council intends to procure a new Term Service Contract for Street Lighting Maintenance and Installation. The Contract is essential to ensure that the Authorities Street Lighting assets are maintained to the highest standard. Sefton Council is proposing to appoint a Contractor who has a significant and proven working knowledge of delivering this type of maintenance Contract and who can demonstrate a proven track-record of delivering quality services in a non-adversarial manner. Sefton Council places a high importance on quality and as a result, bidders are requested to accompany their tender with a Quality Submission in accordance with this specification. Information will be requested which demonstrates the Contractor's previous experience in successfully delivering services of this nature. Sefton is the local authority for the area of north Merseyside running from Bootle in the south to the resort of Southport in the north. A confident and connected borough, Sefton has more than 273 000 residents with towns including Bootle, Litherland, Seaforth, Crosby, Formby, Maghull and Southport. Sefton has 22 miles of glorious coast, featuring the industrial Port of Liverpool, Antony Gormley's ‘Another Place’ artwork, and sprawling sandy beaches and dunes with fabulous wildlife and fauna. Connected by the motorway network at Switch Island and the Thornton Link Road, the borough is also well served by public transport and Merseyrail's Northern Line. It is also home to the Grand National Steeplechase at Aintree Racecourse and Royal Birkdale Golf Club — a regular Open Championship venue. The Contract is essential to ensure that the Authorities Street Lighting assets are maintained to the highest standard. Sefton Council is proposing to appoint a Contractor who has a significant and proven working knowledge of delivering this type of maintenance Contract and who can demonstrate a proven track-record of delivering quality services in a non-adversarial manner. Sefton Council places a high importance on quality and as a result, bidders are requested to accompany their tender with a Quality Submission in accordance with this specification. Information will be requested which demonstrates the Contractor's previous experience in successfully delivering services of this nature. To reflect Sefton's intention to form an effective partnership with the successful bidder, the quality submission will account for 20 % of the total score, whilst the price element will account for 70 %, with the final 10 % to be accounted for by Interviews with prospective chosen Bidders who have passed the mandatory, quality and priced elements and are within scoring range from the top bidder requirements prior to interview stage.
