Tender description

The Council is inviting tenders for the Supply of an Externally Hosted Learning Management and eLearning Solution with Associated Services. The Council will require the successful Tenderer to provide a dynamic, intuitive, single Learning Management and eLearning Solution, which: — Administers, documents, tracks, reports and delivers training Courses, events and eLearning. — Maintains individual records of learning undertaken to Council employees, Schools and External Partnership Agencies. — Provides access to a catalogue of eLearning modules relevant to the Council. — Provides an authoring tool to create and edit eLearning modules and online content. — Provides a comprehensive reporting suite with the ability to create, edit and provide bespoke reports. The Council also requires Associated Services which will include implementation, integration with the Council's ERP system, data migration, training, support and maintenance and account management. The Council is inviting tenders for the Supply of an Externally Hosted Learning Management and eLearning Solution with Associated Services. The Council will require the successful Tenderer to provide a dynamic, intuitive, single Learning Management and eLearning Solution. The following functionality will be required of the Solution: — To enable the HR Service to manage training records and delegate information for employees and External Users who attend Council events and undertake eLearning; — To enable the HR Service to manage Training events; — The ability for Users to create and manage Personal Development Plans (PDPs); — An authoring tool to enable the HR Service to create and edit eLearning modules and online content; — A learning platform which will enable Users to access the Solution from any PC, Laptop, tablet or phone 24/7 to view learning undertaken or booked, and to participate in eLearning Courses via the internet or mobile application; — A repository of learning management materials and curricula; with the ability for the HR Service to import/hold content developed by third parties; — The ability for Users to access a catalogue of eLearning modules relevant to the Council including: a) The eLearning content is SCORM and Experience API compliant (or equivalent); and b) The modules are capable of being customised and branded. — The ability to support workforce planning and talent management; — The provision of a comprehensive reporting suite with the ability for the HR Service to access standard reports and provide additional tailored reports. The Council also requires Associated Services which will include implementation, integration with the Council's ERP system, data migration, training, support and maintenance and account management. Future development opportunities within the scope of this tender to allow the Council to take advantage of any developments in this area of work which may assist in improving operational performance. These will be subject to the provisions relating to pricing in the Contract. Any associated costs must be included in Appendix A — Price Schedule. This requirement has not been separated into lots as the Council has a single requirement for seamless integration, generation of efficiencies and the primary contractor having full responsibility for delivery of the Solution. The Council requires a commercially available, fully functional Solution. The initial Contract period is 5 years, with options to extend on an annual basis to take the Contract term up to a maximum total of 10 years. The estimated Contract value is expected to be between 420 000 GBP and 900 000 GBP over the life of the Contract including all available extensions and options.
