Tender description

Northumberland County Council is seeking to establish a framework of a maximum of 8 suppliers to provide short break respite through an open procurement process under the Light Touch Regime of the Public Contract Regulations 2015. Short breaks are part of a continuum of services, which support disabled children and their families. They include the provision of day, evening and weekend activities for the child or young person and can take place in the child's own home, the home of an approved carer or in a community setting. This procurement will be evaluated based on 100 % quality criterion as detailed within the tender documentation and price will be agreed through a mini competition at call off. A capped rate of 14.50 GBP per hour applies. The service shall: — Build capacity within the home environment and support families to develop strategies and skills to assist with the management of the child's needs and/or condition(s); — Enable children and young people to access social and leisure opportunities, assisting them to integrate into local universal and specialist community resources; — Enable family carers to take a break from their caring role. The family carers may choose to remain in the home or to take a break outside of the home.
