This framework will offer a compliant route to market for Public Sector Organisations to appoint a prime supplier managed services solution for the provision of social care equipment (Lot 1) and multiple providers for the service and maintenance of equipment with sub-lots broken down into geographical areas (Lot 2). Relating to the provision of social care equipment the contractor will act as a single point interface between each participating Contracting Authorities and the supply base, and manage all transactions which called off via the framework. This Framework Agreement is on the contractual basis the end customer will place orders directly with the Provider following [direct award or mini-competition] in a ‘contract’ basis whereby the Provider will deliver direct to the end customer on an agreed basis. Invoices and payments are dealt with directly between the end customer and the Provider. Lot 1 Social Care Equipment Solutions will be awarded to a Prime Supplier who will be responsible for managing the strategic partnership with YPO. It is anticipated that the successful Prime Supplier will engage with the market; reaching existing and new tier two suppliers and open up sub-contracting opportunities. The supplier is expected to actively promote this solution and seek new sources; allowing new suppliers which enter the market to join this contract. Method of call off for this lot will be eBusiness Platform Orders or Further Competition. The number of Services and Maintenance Providers offered a place on the framework will depend in part upon the number and nature of the bids received, although the Framework. Lot 2 is to be broken down in geographical sub-lots. Potential Providers are permitted to state which areas within a region they can service should they not wish to cover an entire region. Call off method for this lot will be either direct award or mini competition.
