Summary of the work Deliver a new THINK! website from ALPHA to BETA, ensuring that each phase is delivered in line with Discovery recommendations. To deliver a fully functioning Content Management System with emphasis placed on user experience. To provide support for content migration, staff training and supply training materials/manuals as required. Expected Contract Length 4-5 Months Latest start date Monday 18 September 2017 Budget Range Capped at £72,000 Why the Work is Being Done Launched in 2009, THINK!s’ websites reflect the time in which they were launched 8 years ago and are now out-dated – both technologically and visually. We have completed a Discovery which has identified clear recommendations for how the website should be redeveloped to meet user needs. We want a new single user-focused site that brings all THINK! web assets back under one roof in a way that is visually appealing, a pleasure to navigate across different devices, is fit for purpose for modern communications and meets key user needs. Problem to Be Solved The Discovery work has confirmed the need to build a new site. We therefore need a supplier that has the right experience, expertise and skills to implement the recommendations in the discovery report to deliver the next stages of our website delivery: Alpha and Beta. All technology choices need to follow GOV.UK service manual guidance. (https://www.gov.uk/service-manual/technology) Who Are the Users Primary users: Teachers with the responsibility for delivering PSHE and road safety education, senior / middle school leaders and child nursery managers. Road safety professionals/advocates: including road safety officers, transport managers, cycling/driving instructors and out-of-school group leaders (e.g. Scouts). Secondary users Parents Road users Children (in a classroom context) A set of proto-personas have been developed to explore the context, needs, emotions and behaviors of these user roles. Early Market Engagement We have not engaged with the market. Work Already Done Discovery report – which also includes: - Proto persona profiles - User backlog - Content eco-system and inventory This document will be provided to Suppliers who express an interest. Existing Team The appointed Supplier will be expected to work closely with members of the THINK! campaign team, our in-house web developer, our education creative Supplier who will be producing our new child and teen resources and our Supplier that manages our THINK! “shop” site. You may also need to work with relevant stakeholders – particularly Road safety officers and Teachers who have been identified as our key user audiences. Current Phase Discovery Skills & Experience • Project management:Must be able to provide a comprehensive implementation timetable with associated actions, responsibilities to ensure the website is developed,populated,tested and live • Must be able to deliver first part of the project by 13 November. • Implementation:Experience in working on a branded design look and feel with emphasis placed on user-experience • Should be able to develop agreed templates to ensure there is consistent approach in styling • Must ensure the consideration of the display of information/use of imagery on smart phones/tablets • Must ensure agreed recommendations are incorporated into the website(including but not limited to):access on smartphones/tablets,the ability to integrate web-systems,with ongoing social-media activity • Experience in designing and developing websites in line with the Digital Service Standard specifically in compliance with WCAG2.0,ensuring the website is accessible to all • Knowledge of implementing simple method of analytics • Accessibility:Experience working on prototypes with easily searchable contents.,including the ability to search for uploaded-files such as pdf/word documents and published content with options to drill down further with advanced search-options • Experience working on document management solutions to maintain the structure,cross linking the content among different locations • Knowledge of working in cross-browser/platform compatible to ensure the website functions correctly • Must ensure the website has the ability to host email subscriptions to newsletters/other publications • Content.Management.System(CMS):Experience working with CMS with various levels of access/control.This may include(but not limited to)banner management,ability to insert videos/images,text formatting, social-media integration,ability to create links/archive information • Knowledge of SEO and how this could be incorporated to help with visibility of the website on search engines,also minimising negative impact on SEO. • Experience of managing content migration. • Experience of identifying best practice externally (i.e. other websites)utilising these learnings Nice to Haves • Experience of working on projects for websites aimed at any of the following: - teachers - children or teenagers • Experience of working on successful projects for websites that are both informing and entertaining. Work Location The majority of the work should be conducted at the Supplier’s own site. However, we would expect the appointed Supplier to be able to work at Department for Transport offices when required. Address: Great Minster House, Horseferry Road, SW1P 4DR Working Arrangments We need to deliver one area of our website (Road Safety Education) by 13 November 2017 to coincide with the launch of our new road safety education resources. So with this in mind, we would like to work to the following milestones: • Weeks 1-6 (September-October): ALPHA • Week 7-11 (November): BETA MVP (Road Safety Education Milestone) • Week 12-16 (December): BETA • Q1 2018 onwards: LIVE Exact milestones will be determined once an Supplier is appointed. We require weekly status updates via email and telephone detailing achievements of key milestones and issues that may impact timescales and cost. Security Clearance The Supplier will require current BPSS Security Clearances . Evidence of BPSS Security Clearances must be submitted at the Full Proposal stage, to be taken through to final evaluation. Additional T&Cs N/A No. of Suppliers to Evaluate 3 Proposal Criteria • Approach (10%) • Identification of all elements of the ALPHA BETA phases of the project. Identify activities and outcomes throughout and how this will inform technical development, design and content development. (10%) • Research methodology - seeking feedback internally, from stakeholders and testing with key users. Suppliers should identify what this process will look like. (5%) • How the approach or solution will meet user needs and recommendations made in discovery report (10%) • Identification of risks and dependencies and offered approaches to manage them (2.5%) • Incorporating new technologies/innovative thinking to website development (2.5%) • Team structure (2.5%) • Value for money – added value provided in the approach e.g. automated services that will save head count etc. (2.5%) • Support plan for when we transition from Beta to Live to ensure the THINK! team is able to manage and update content on the website effectively (5%). Will DfT share the Discovery outputs at this stage of the tender process? Yes. Organisations should send a request to rob.thomas@dft.gsi.gov.uk and a reply will be sent to the organisation with the Discovery document attached. 2. Is the intention that the BETA site will be a live public BETA, i.e. running in parallel with the current site to attract public user feedback? Yes, a section of the new site, THINK Education will be a live public BETA to launch in November running in parallel with the current site. An education creative Supplier will be producing these resources. The remainder of the THINK website is to go live after this. 3. Does the contract include further iterations of the product post-BETA launch? There is the potential for further iterations as a separate contract to the website build. 4. Does this contract include an appropriate hosting solution that will support the live operation? A hosting solution is not part of the contract. 5. Does the campaign already have a style guide, key messaging/language etc? THINK is going into brand review which includes the style guide, key messaging, etc. The review will be taking place concurrent to the website development. 6. Is ongoing maintenance and support required? Some maintenance will be required for a set period of time that is to be agreed. 7. Will the new site go through GDS Service Assessment? It is best practice and we will be undergoing GDS, but we are not obliged to do so. 8. Do you have CMS platform(s) in mind? Our preference is for WordPress. 9. Are you wedded to any technology stacks or open to technologies that meet Gov.uk guidance? Our preference is for non-proprietary. 10. Will your in-house developer(s) to be developing as part of the project team or have an advisory role? In-house developer will take a light advisory role for Q+A and testing. 11. Is this an agile project with phased releases? Yes, with the first phase being the Education section of the website. The remaining phases are to be determined after the contract has been awarded. 12. Does the scope include alterations to existing sites, eg THINK! Shop site? No, the scope of the build does not include alterations to other existing sites, and will only include the main THINK! Website (http://think.direct.gov.uk/) and the Education sites (http://think.direct.gov.uk/education/) 13. Do members of the project team need BPSS clearance prior to proposal submission? Evidence of BPSS Clearance must be submitted at the full proposal stage. Failure to provide this evidence will mean exclusion at the final evaluation stage. 14. Can this be a condition of appointment, after proposal submission? No. As time is critical to the success of the project, BPSS must be in place and evidenced when full proposals are submitted. 15. What evidence of BPSS Security Clearances is required? Required evidence is Disclosure Scotland, identity, right to work and three year employment history. 16. Re training - what is the staff experience level? Marketing team will need training on how to edit copy and upload content on the website. Exact training will be dependent on the build, which we expect to be done with basic intuition in mind. 17. Does the budget include or exclude VAT? The budget excludes VAT. 18. What content migration is envisaged? In the first phase, our Education supplier will be working with the awarded contractor to migrate content. The Marketing team will carry out an audit of the existing site and moving content to the new site being built. 19. Can you outline what the ‘new road safety education resources’ will be (e.g. file type, volume, any interactive elements…) The resources being developed by our education creative Supplier includes videos, PDF lesson plans and interactive content. 20. Have you decided against making any use of the GOV.UK campaigns feature? Yes, we will not be making use of the of the GOV.UK campaigns feature.
