Tender description

Neath Port Talbot CBC wish to invite suitably qualified organisations to tender for the provision of various services relating to early intervention and prevention services for children, young people and families. The services are comprised of 8 lots, details of which are set out in the specification for each lot. Organisations may submit a tender for either one or multiple lots. Each Lot is comprised of individual services which are identified and described in the Service Specification for each Lot. The contract will be for a period of two years commencing 2.4.2018 until 31.3.2020 with an option in favour of the Council to extend up to two further years on an annual basis subject always to the availability of funding and reviews of the Services. The estimated stipulated value of 2 300 000 GBP is over a 4-year contract period as always stated above. Includes but not limited to: Emotional and mental wellbeing of parents/carers and families: — Group based therapeutic interventions, — 1:1 counselling and therapy, — Family therapy/family group conferencing; Emotional and mental wellbeing of children and young people: — Group based therapeutic interventions/activities, — 1:1 counselling and therapy, — Open access counselling. Includes but not limited to: Individual and group based support for children, young people and parents to cope feelings of loss from bereavement, imprisonment or separation. Includes but not limited to: To provide support to children, young people and families affected by domestic abuse: — Social opportunities. — Issue based group work. — Peer support. — Family sessions. — Emotional support. Includes but not limited to: — Pre-diagnosis support for parents/carers whose children are on the ASD pathway. — Post diagnosis support to enable the family to manage the impact of the diagnosis. — Emotional support for parents and families following the diagnosis of a disability. — Parenting support for parents with a learning disability. Includes but not limited to: — Early years play opportunities. — Individual support at key transition points throughout school. — Opportunities for children and young people to socialise. — Holiday playschemes and holiday activities for children and young people (5-18 years). Includes but not limited to: — Individual support for Young People (10-18 years). — Issue based, targeted group work for Young People. — Early intervention group based work in areas identified as high risk. — Links with schools, including early intervention work/messages. — Diversionary activities. Includes but not limited to: — Co-ordinated point of access for all Families First Disability Element services. — To administer the Multi-Agency Referral Pathway. — To identify gaps in service provision and to work with partners to help address these. Includes but not limited to: — Home based parent and family support to develop parenting skills and strengthen relationships. — Support access to community services. — Home visits to support parents/provide respite. — Social opportunities to relieve feelings of isolation.
