Tender description

Kirklees Council is considering a procurement exercise to sell two of its care homes; Claremont House and Castle Grange. The procurement exercise will include both the sale of the care homes and the provision of care services for existing service users resident at the time of transfer for life. The tender opportunity will be advertised and managed through the regional procurement portal www.yortender.co.uk. If you are interested in acquiring one or both properties you MUST be registered on YORtender in advance of the tender being published mid to late Autumn 2017. Prior to commencing the procurement exercise, the Council wishes to consult with the market in relation to the sale of the homes and procurement of residential care services, to help inform and assist with the development of the procurement strategy. Kirklees Council is considering a procurement exercise to sell two of its care homes, Claremont House and Castle Grange, on the basis of either a transfer or lease and business transfer agreement. The procurement exercise will include both the sale of the care homes and the provision of dementia care residential services for the existing service users resident at the time of transfer for life. A report was taken to Kirklees Council Cabinet on 31st July 2017, to consider options for the future of the two dementia care residential facilities. Cabinet approved recommendations that the homes be considered for business transfer, whilst protecting all service users (including self funders) resident at the time of transfer for life. Existing residents will not be adversely affected by either length of tenure and right of residency, or cost of provision and funding for their placement. Claremont House currently provides 30 residential places and 10 respite beds, however current pre-bookable respite provision will not be included in the services to be transferred. The CQC have rated the home as ‘Requires Improvement’. The CQC website indicates Claremont House caters for Adults over 65 and dementia. There are currently 24 service users resident at Claremont House (of which 4 are self funders). The estimated total value (at II.1.5) is based on the maximum number of service users being resident at the care homes at the time of transfer (i.e. 30 residential places in each home, 60 in total). The estimate is based on payment of the current Kirklees residential care placement fee (for those homes participating in the Dementia Care Fee Rate Scheme) of £519.27 per week. Note. For the purposes of the estimated total contract value in this PIN notice (at II.1.5) it has been assumed the contract will be for 5 years with provision for a possible extension of a further 2 years. However, the actual contract duration is yet to be determined. Tenders may be invited by Kirklees Council from Providers with the relevant experience and ability to demonstrate sufficient capacity for the provision of residential and possibly nursing care services, for adults 65+ with dementia at Claremont House. TUPE will apply and employees will be eligible for either LGPS or a broadly comparable pension scheme. The LGPS admissions body is likely to require a bond. There are currently 58 members of staff working at Claremont House. Due to the anticipated value of the contract for care services the Council will be required to run a procurement exercise under the light touch regime set out in the Public Contracts Regulations 2015. This is likely to be using a process akin to the competitive procedure with negotiation but the Council gives no commitment at this stage.
