Barnsley Metropolitan Borough Council (BMBC) has a small but slowly increasing number of young people placed within independent residential provision, but only around a quarter of these are currently placed within Barnsley. BMBC aims to explore a range of options around delivery models to enable a greater percentage of our young people requiring independent residential provision to be located within the Borough. BMBC aims to explore a range of options around delivery models to enable a greater percentage of our young people requiring independent residential provision to be located within the Borough. These options may include block purchase of beds within provision already within the borough or strategic partnership arrangements with one or more providers to develop new provision within the Borough to meet need. However, at this stage no option is being either favoured or discounted. Commissioners wish to invite interested Providers to hold discussions with them on a 1 to 1 basis. If required, Commissioners may also hold further market engagement events to refine the model and approach.
