Summary of the work • Responsibility for delivery & delivery management of NHS.UK outcomes • Bring new efficiencies and collate the delivery teams to improve velocity and output of the programme. • Review & improve ways of current working, in line with operating model principles set by the Programme Director and Senior Management Specialist role Delivery manager Expected Contract Length 6 Months (with optional to extend for 6 months) Latest start date Monday 16 October 2017 Maximum Day Rate £1000 Early Market Engagement None Who Speclialist Work With Domain A Director Programme Directors NHS.UK - Technical & Delivery Teams What Specialists Work On Responsible for overall delivery management and meeting key ministerial commitments: to review; facilitate, lead and improve organisational delivery teams to improve velocity and output, and ensure teams are focusing on the highest priority outcomes. Review/improve ways of working (planning, quality and risk/issue tracking) estimating, prioritising and creation of a coherent programme backlog), in line with target operating model principles to optimise programme performance, quality and output. Improve reporting cross programme, ensuring accurate, concise and compliant reports are submitted as required Improve delivery management capability, mentoring and transferring knowledge to existing resources. Assist in recruiting/on boarding/handover to permanent candidate Skills & Experience • Minimum 5 years experience managing complex government digital service projects • Proven ability delivering large scale agile projects with experience of organisational design and change management • Experience in setting up an agile delivery environment for multidisciplinary teams • Proven ability to challenge and remove any unnecessary barriers to service delivery • Understanding of user centred service design practices, Government Digital Service Standards and the assessment process • Experience in leading a collaborative, dynamic planning process - prioritising the work that needs to be done against the capacity and capability of multidisciplinary teams • Able to be articulate and credible at a senior level, delivering accurate reporting as to the current state of play with regard to the delivery of the service. • Experience in monitoring, managing and reporting finances on multi million pound projects • Experience in supporting procurement and commercial management functions to source required outcomes • Strong negotiation skills and the ability to influence external partners, suppliers, stakeholders and customers to secure mutually beneficial outcomes Work Location Primary location: NHS Digital 151 Buckingham Palace Road London SW1W 9SZ Other work locations include: Skipton House 80 London Rd London SE1 6LH NHS Digital Head Office: 1 Trevelyan Square Boar Lane Leeds West Yorkshire LS1 6AE Other office location: 8th Floor Bridgewater Place Water Lane Leeds LS11 5BZ Working Arrangments - In named office locations when required for delivery - Remote working - Some travel required to Leeds and other London sites Security Clearance Basic security checks Additional T&Cs N/A No. of Specialists to Evaluate 3 Cultural Fit Criteria • Have a 'can-do' attitude for delivery • Be able to work well with multiple teams • Take responsibility for communicating with stakeholders • Have the ability to challenge in a healthy way • Shares knowledge across teams • Proven ability to manage and building relationships with multiple suppliers Evaluation Weighting Technical competence 70% Cultural fit 10% Price 20% Questions from Suppliers 1. This role is considered outside of IR35 legislation, however, it is up to the successful applicant to prove that they are outside of IR35 status as part of the on-boarding process. The successful applicant will need to complete the HMRC on-line assessment which will determine their IR35 status. 3. If the candidate does not hold a basic security clearance and is willing to go through the process, will we sponsor the candidate? Yes.
