Tender description

The AAWAZ II programme will work with government and local communities to promote the rights of children, women, youth, religious minorities and excluded groups to strengthen their control over their own development. The programme has a particular focus on the issues of modern slavery, to which marginalised groups are extremely vulnerable. The programme aims to reach 7 million beneficiaries across the provinces of Khyber Pakhtunkhwa and Punjab. The existing programme (AAWAZ) has worked successfully with communities over the past 6 years, to increase the voice, choice and control of women, religious minorities and youth. This programme will terminate in May 2016. To build on the significant change already achieved, we have designed a successor programme, AAWAZ II, which aims to deepen our impact in this area. The overarching programme will deliver 4 key pillars with pillars 2 and 3 included in this procurement initiative as follows: Pillar 2, Community dialogue, awareness and voice: (i) Continuing funding and capacity development for 450 AAWAZ Aagahi Centres (AACs) to provide a safe space for marginalised members of the community to access state services and to provide information on rights, including on issues such as bonded labour and forced marriage. (ii) Convening of community fora (including continuing to support existing AAWAZ District Fora and AAWAZ Provincial Fora) in order for communities to raise demands for services and work together to address social issues such as child labour, early and forced marriage and inter-faith harmony. Pillar 3, Conflict prevention: (i) Using the network of AAWAZ Aagahi Centres, pre-empting community conflict by facilitating sessions/events for communities to come together to identify and address potential triggers of conflict and promote tolerance, particularly towards religious minorities. DFID will be hosting a supplier engagement event for this project at three separate venues simultaneously on 26.10.2017 namely, 8:30 to 10:00 (UK time) London, 12:30 to 14:00 (Pakistan time) Islamabad and also 12:30 to 14:00 (Pakistan time) Lahore. Venue locations will be provided to interested parties. This will be an opportunity for interested parties to learn more about DFID, the programme expectations, potential bidding process and to discuss innovative approaches to programme delivery. Bidders interested in attending the presentation on 26.10.2017 should contact Robert Dawson at r-dawson@dfid.gov.uk, who is facilitating this process on behalf of DFID. Interested parties should confirm their interest by registering on DFID's supplier portal. Confirmation of attendance at the supplier engagement event should be e-mailed to r-dawson@dfid.gov.uk by Wednesday 18.10.2017 and include the following: 1) organisation's name 2) name of the attendee 3) attendee's contact details 4) location being attended. Due to space restrictions we request only one attendee per interested party at each venue and dependent upon the level of interest this may have to be further restricted to limit the number of venues attended by a single organisation. We are happy to receive questions in advance which DFID will try and respond to at the event. Only organisations that comply with the above instructions will be permitted to attend the event.
