Tender description
South Somerset District Council (SSDC) is undertaking the process of tendering for the Supply, Installation and Commissioning of New Cremators, Mercury Abatement Equipment and Control Systems for Yeovil Crematorium. This is to ensure that the service continues to meet its statutory obligations, the authority's objectives, provide best value and meet the future needs of the residents of South Somerset. Summary of Contract Scope: 1. Design work. 2. The supply, installation and commissioning of the two cremators, abatement equipment and control systems. 3. The support and maintenance of the above. A. To design, supply, deliver, off-load, position and install the cremators including all the ancillary equipment and building work to enable the plant to perform as required. b. To design, supply, deliver and install flue gas mercury abatement plant for use with the new cremators, including all associated ancillary equipment, to enable the cremators to achieve the new plant operating standard specified in the Secretary of State's Guidance for Crematoria, PG5/2(12) and any relevant amendments. c. To remove from site, and certify disposal, of the existing cremators, all associated ancillary equipment and any redundant waste gas ducts. d. To connect of the waste gas ducting from the new cremators plant to the mercury abatement plant and the vertical flues in the chimney. e. To carry out commissioning and independent flue gas testing of the completed installation to demonstrate full compliance with the standards specified in the crematorium's PPC Permit. f. To ensure the cremator and mercury abatement plant will meet the standards required by the Secretary of State's Guidance — Crematoria PG5/2(12) and any relevant amendments. g. As part of their proposals, the Contractor shall include in the Tendered sum a formal training course on the crematorium site, offering instructions and training on the operation and future maintenance to the cremator operators. h. To provide operating and maintenance instructions in both paper and electronic copy. l. To provide a fully automated data logging and reporting package as an integral part of the equipment's control system, the system shall be computer based, and the automatically generated output shall be as per DEFRA's PG 5/2 (12) agreed reporting format. j. The carrying out all necessary building and structural work including modifications to the existing building, if necessary, to provide a temporary access to facilitate the installation of the new equipment and subsequent reinstatement, foundations for the new cremators, structural reinforcement to support abatement plant, provision of holes in walls for the passage of pipes, air and waste gas ducts, modifications to the existing chimney to accommodate new flue liners if required, cleaning down re-tiled/re-covered floor and make good ready for re-decoration of walls. Some of this work may be carried out by contractors appointed by SSDC in agreement with the Tenderer. Appropriate allowance will be made for this in the contract if this happens. k. The contract will include an inclusive planned maintenance regime for fifteen (15) years from the date of commissioning of the plant, with an option to renew for a further period of five (5) years on similar terms. The Primary Aims are: 1. to select a contractor who will deliver the optimal solution over the lifecycle of the equipment. 2. to select a contractor that recognises the Council's desire to enter into a long term relationship with a partner who will fully support this key facility, contribute to its long term success and help achieve the objectives contained in the business plan.
