Prior Information Notice to conduct an Early Market Engagement (EME) Event for Technical Assistance to support delivery of the ‘Climate Smart Development for Nepal’ programme. Please note that this is a prior information notice only to advertise a Supplier Day. No tender document will be available at this stage. Formal tendering process will commence once the Terms of Reference are finalised. Description DFID Nepal has recently developed the ‘Climate Smart Development for Nepal’ programme. This 50 000 000 GBP programme will aim to accelerate climate resilient and low carbon development in Nepal. The programme seeks to invest in government planning systems and institutions for climate finance; activities that build the resilience of remote rural communities; water resource management; urban resilience planning; the off-grid renewable energy sector; and energy efficient brick making. Early Market Engagement DFID intends to hold an EME event on Monday, 13.2.2017 to discuss 2 components of the ‘Climate Smart Development for Nepal’ programme. These relate to (i) The Nepal Climate Change Support Programme (NCCSP) Phase 2; and (ii) The new Nepal renewable energy programme. The event will cover: — Lot 1: Technical Assistance for NCCSP Phase 2. NCCSP Phase 1 was delivered by the Government of Nepal with support from Technical Assistance (TA) between 2011 and 2016. DFID is working with the Government of Nepal to design NCCSP phase 2. DFID is seeking the services of a supplier to provide TA to the Government to aid delivery of NCCSP Phase 2. — Lot 2: Technical Assistance to the Nepal Renewable Energy Programme. DFID is working with the Government of Nepal and Development Partners working in Nepal to design a new national renewable energy programme. DFID is seeking the services of a supplier to provide TA to the Government of Nepal to aid delivery of the new programme. The main objectives of the event are to provide the market with an update on the current context in Nepal, to share information on the design of the proposed new programme components, and to provide opportunities for suppliers to comment on the intended design or procurement approaches. We wish to seek market feedback on the feasibility of the proposed delivery options and to discuss both any challenges and opportunities the market may identify. DFID will deliver a presentation covering the various facets of the planned programme components and pose questions to attendees on the proposed outputs and delivery channels, as well as answering questions from partners. We are happy to receive questions in advance, which DFID will respond to at the event. The discussion's headlines will also be published after the event on the Supplier Portal. We will not disclose the source of the questions and answers. EME Date and Participation Details The event is expected to take place on Monday, 13.2.2017 in the form of a 2 hour session held between DFID Nepal and 22 Whitehall, London (Kathmandu 14:45 - 9:00 UK time). Parties interested in attending the event or requiring any other information must register interest in this event via the DFID Supplier Portal. This will be the main communication channel moving forward (https://supplierportal.dfid.gov.uk/selfservice/). Suppliers are therefore encouraged to keep up to date with the Portal over the coming weeks/days as further information will be added here in due course. Suppliers should use the Survey Monkey link (https://www.surveymonkey.co.uk/r/C8SVSW2) to register details of those who will attend the EME event. Please register details of attendees no later than Friday, 10 February, 14:45 Kathmandu Time. Due to space restrictions, only 1 attendee per interested party can attend, being in either Whitehall or Kathmandu.
