Tender description

This is HMT's flagship entry level programme for new policy advisors, recruited at Range D (Civil Service Higher Executive Office/Senior Executive Office grades equivalent) and was first introduced in September 2015 as part of HMT's change programme, ‘Building a Great Treasury’. The programme has been a step change in the training offer to new policy advisors and provides a consistent learning framework for all graduate recruits, including graduates recruited to HMT via the Government Economic Service, to acquire the core set of skills required for the policy profession. The programme is structured around the central policy profession principles, and the HMT specific framework for policy knowledge and skills. Following three successful cycles, HMT is seeking new suppliers to provide programme management, design expertise and facilitation of the programme from September 2017 (onwards). This will require working closely with HMT and (if applicable) third party suppliers. Programme management and design of 4 modules of learning across the full length of the programme, tailored specifically to the Authority; and the design, delivery and facilitation of the programme's behavioural and coaching elements. Design, delivery and facilitation of the policy making process elements of the programme, structured around the Authority's policy principles that incorporates policy analysis, approaches to policy making, implementation, communication and delivery.
