Summary of the work This programme, of which this is phase two, develops and supports extended functionality and new digital opportunities for clinicians and integrated care records for joined up care delivery. The requirement is for a team to continue to resource this programme in conjunction with in-house and customer teams. Expected Contract Length 6 months Latest start date 1 April 2017 Budget Range £120K-£150K Why the Work is Being Done Following initial scoping and development of solutions to interface with existing digital care record integration schemes, the next steps include addition of further care pathways and sub-organisations and support to users in maturing their use and involving themselves in optimisation. Problem to Be Solved Following basic enablement and IG clearance, the next level of adoption involves additional care pathways, systems and locations. In addition, user feedback needs to be sought and processed to ensure the solution(s) meet real world requirements Who Are the Users GPs, administrative and community staff need to be engaged in further development and supported in the use of integrated care record solutions they can make use of quickly and easily to make the provision of care easier and safer. Early Market Engagement Suppliers will have seen and had opportunity to respond to phase one requirement: Digital enablement of care record integration. Work Already Done The programme has concluded stages in which existing and planned systems have been prepared for integration .There is now a need for the development and deployment of wider integration of systems and services with partner providers that need to be taken forward. Existing Team Close liaison is required with the locality core GPIT teams. Dedicated in-house resources comprise a care record integration specialist, senior data and business analyst and programme support, as well as resources shared with GP digital optimisation projects. The supplier will draw on the services of field engineers and infrastructure professionals in the local and wider organisation as required. The work sits within a NEL Primary Care ICT portfolio and will be accountable to an in-house portfolio manager role. Current Phase Beta Skills & Experience • • have in depth knowledge of EMIS Web and Community, SystmOne GP, Healthcare Gateway applications • • show that they are able to offer seamless transition of ongoing work to the a managed service • • have experience of working with commissioners to help them acheive their objectives through the use of digital enablers • • have experience of implementing integrated healthcare solutions Nice to Haves • • have experience of Orion healthcare solutions • • have knowledge and experience of the London healthcare communities Work Location North London Working Arrangments At customer and CSU sites as required - remote working eg from home as agreed. With the resources shared with the GP digital optimisation project, how much does this represent (in FTE) and what would be their level of availability to support the project? This would depend on how the provider schedules the work by agreement with us and the availability of in house resources 2. What user needs assessments have been conducted so far, and what stakeholders have been engaged e.g. patients, health watch, Trust Mgt, NHSi, 3rd sector, social care? Engagements with all these have been extensively conducted by the partner organisations working with us and the CCGs concerned. 3. Can you explain what solutions you have developed to interface with the existing digital care records and provide details about existing integration schemes please? Interfaces have been developed mainly using the MIG solution. Interoperability between SystmOne and EMIS is awaited. 4. What type of support do you envisage being given to the users and has a skills assessment or gap analysis been completed? Business process change is key, rather than desktop interface training as the aim is to ensure users have access to care information from other providers in their native environment wherever possible 5. Will the team who completed phase one be tendering for phase two? We do not see the identity of bidders until scoring of proposals is complete. 6. Can you provide more detail around what you consider basic enablement to consist of and in addition what care pathway work would need to be completed? Basic enablement should be taken to mean mutual partial record view rather than add capability. By pathway here we mean identification of organisations through which a patient passes in particular referral contexts and the information needed at each stage so that work can be prioritised based on current available system interoperability. 7.
