Summary of the work Deliver a Common Platform Gate Pack for the Discovery to Alpha transition including: • HLD to extend the IdAM platform to support this service, including estimates for resourcing • Prioritised list of user needs and stories including assisted digital support • Expected delivery timescale • List of stakeholders engaged with Expected Contract Length Six to eight weeks Latest start date 01/03/2017 Why the Work is Being Done CJSCPP is a change programme to enable the CJS and agencies be more efficient and deliver a better service. For the first time, criminal case information will be kept together in one place. Parties will be able to access and update the same data set based on their security profile and associated access rights. The CJSCPP is part of a wider portfolio of change being delivered by HMCTS under the HMCTS Reform Programme, affecting services in all jurisdictions. To extend IdAM functionality a discovery exercise is being undertaken for the inclusion of various non-professional (citizen) groups within its scope. Problem to Be Solved A need has been raised to allow various non-professional “citizen” users onto systems where IdAM handles access control. • CJS processes involves several citizen “actors” (defendants, witnesses, victims, etc.) • Therefore, the platform will need to have citizens as users • Given the diverse nature of citizen users, how should the platform handle them? Who Are the Users • General Public (unauthenticated) access • Press • Case-based verified access to CPP and Reform services for specific members of the public Early Market Engagement N/A Work Already Done The primary development and deployment of IdAM is complete. IdAM currently supports professional user authentication (with and without 2FA). It supports self-service where possible and it supports organisations with a hierarchy allowing each organisation to manage and support its own users. Existing Team The supplier will be working with CJSCPP IdAM delivery and PET teams along with key stakeholders of the CPP. These are comprised of a mixture of civil servants and multiple suppliers. Current Phase Live Skills & Experience • Demonstrable experience of working in multi-discipline environments focused on meeting user needs using agile methodologies and delivering digital improvement outcomes= 6% • Demonstrable experience in delivering a successful GDS Discovery=9% • Demonstrable experience of working in a secure Government programme=3% • Demonstrable experience of working with multiple cloud vendor technologies and tools (e.g Azure and UKCloud)=6% • Demonstrable experience of delivering usable IdAM solutions and integrating them in live services, by maximising use of the products and minimising custom development=6% Nice to Haves • Demonstrable experience of working on three or more digital by default government services with high transaction volumes (100k p/a) and meeting digital by default service standard criteria=3% • ForgeRock delivery experience supporting the ForgeRock product stack=2% • Demonstrable experience of adopting agile approaches in delivering a number of IdAM solutions in large complex environments – demonstrating best practices and approach=2% • Be able to hit the ground running and engage with the stakehiolders an no later than 1st March 2017=3% Work Location Central London location; initially Southern House, Wellesley Grove, Croydon, CR9 1WW (the 'Base location', although some UK Travel may be expected) Working Arrangments The suppliers team will be required to work on site at the base location working a five (5) day week. The Service is being delivered against the GDS Service Manual (e.g. agile delivery aligned to scrum methodology). For any work performed at a location different to that of the Base location and London (outside of the M25), all reasonable travel and expenses costs shall be met in accordance with the rates set out in the MoJ travel and subsistence policy. Are there any other scenarios which need to be covered during discovery phases? Yes, this is for citizen access with a primary focus on defendants charged for minor offences, so can complete information and plead on-line and also for members of the press to access court results. 5. Is there predetermined reliance on Verify? That is to be considered during the discovery phase. Verify may be considered an appropriate option, however, following our initial inception, we do not think Verify can be the only solution and other solutions need to be explored. 6. When we say minor offences, do we mean non-imprisonable offences? Yes, initially, cases which defendants are not needed to attend court, e.g. TfL cases. 7. Are any other MOJ cases, like probate/divorce in scope? The solution designed for citizens needs to be flexible to cater for citizens in both the crime and civil and tribunal space, but initially the focus will be on crime. 8. Will this system cater for every defendant, e.g. non-UK resident? We will not be able to capture every type of user, but the discovery session will be used to establish the major ones. 9. Are safeguards and policy around public data in place? Any data captured is already protected. As part of Citizen discovery it will have to include any additional safeguards to managing the data. 10. Is the Agile scrum process well embedded? How would you rate is from 1-10? We’re an Agile Programme, and all associated Agile processes are embedded. We use Jira/Confluence for stories, managing backlogs and storing documents, etc. 11. Are the stakeholder groups still available from the initial go-live project or have the stakeholder groups and representatives been prepared for the new project? It’s a combination; the requirements are governed by other projects on CPP and Reform and it is the relevant team members from these projects that will form the key stakeholders for this Discovery. Projects have been made aware that their input will be required to workshops, etc. User research may also play a major role in the Discovery. 12. Is there expectation of existing stakeholders to free up time for workshops? Yes. 13. What is your approximate budget for this phase? We do have a budget, though we’re not going to reveal the budget, we will give an indication of the type of roles we will anticipate within the team, and rate ranges of each respective role.
