Tender description

To provide independent investment advice on treasury matters to four councils: Cheltenham, Forest of Dean, Gloucestershire, South Gloucestershire. Advice will be required to be given to each Council on any treasury management and capital related issues (including any housing issues where relevant), but specific requirements include: Strategic Advice • Advice and guidance on the preparation of the treasury management, borrowing and investment strategy (TMSS), prudential indicators, minimum revenue provision (MRP) policy, capital financing requirement and MRP calculations. • Advice and guidance on legislative changes, including but not limited to MiFID II, MMF regulation changes, Brexit etc. • Risk appraisal for Treasury and Capital activities. • Identification and appraisal of potential suitable investment products and debt instruments. • Intelligence / analysis on market developments and new products. • Recommend and approve a list of investment counterparties suitable for use, together with advice on limits and duration. • Recommend, approve and advise on a list of Brokers suitable for use. • Recommend, approve and advise on a list of Custody account providers.
