Tender description

NCS Trust is seeking to appoint a supplier to manage NCS Print on demand and Merchandise Supplies through an online portal, along with storage and distribution. The supplier will also need to provide digital asset storage including an image library and document storage. NCS Trust produces a wide range of printed materials, including template Print on Demand items and Promotional Merchandise. Printed items include brochures, leaflets, flyers, forms, posters, banners and stands, letterheads and business cards. Promotional items includes t-shirts, hoodies, pens, mugs, wristbands, bags, sport bottles, sunglasses and lanyards. Our in-house team designs those items and provide the files to the supplier. Bespoke print jobs are also designed in-house and sent to the Supplier for print with additional details such as page sizes, page quality and the quantity required. National Citizenship Service (NCS) is a government funded organisation which exists to tackle some of the biggest challenges in our country; social cohesion, social mobility, social engagement. We do this by engaging 15-17 year olds on a programme, designed to reach them at a pivotal moment in a young person's life. At 16 or 17 they're on the cusp of adulthood, trying new experiences and working out who they are and what they want to do. At a time when teenagers are making big choices about their future, NCS is there to give them confidence and self-belief. We don't just tell them they're capable, we challenge them to find that out themselves. The NCS programme breaks down into four packed phases, each with different challenges designed to push and inspire young people: — Phase 1 — Adventure; — Phase 2 — Skills; — Phase 3 — Social action; — Phase 4 — Graduation. Further detail can be found at http://www.ncsyes.co.uk/ NCS Trust is seeking to appoint a supplier to manage NCS Print on demand and Merchandise Supplies through an online portal, along with storage and distribution. The supplier will also need to provide digital asset storage including an image library and document storage. The duration of the contract will be for an initial two (2) year period with an option to extend for one (1) year following the expiry of the initial period, and a further option to extend for one (1) year. The agreement will have maximum duration of four (4) years. NCS spent approximately 1 000 000 GBP in the last financial year (2016/17) on the products and services being procured as part of this exercise, out of which approximately 10 % was on bespoke print tasks. NCS Trust produces a wide range of printed materials, including template Print on Demand items and Promotional Merchandise. Printed items include brochures, leaflets, flyers, forms, posters, banners and stands, letterheads and business cards. Promotional items includes t-shirts, hoodies, pens, mugs, wristbands, bags, sport bottles, sunglasses and lanyards. Our in-house team designs those items and provide the files to the supplier. Bespoke print jobs are also designed in-house and sent to the Supplier for print with additional details such as page sizes, page quality and the quantity required. Bespoke items can range from magazines to company reports or campaign posters. Some of the clothing items are used by staff employed to deliver the programme and NCS classes these items as uniforms, which makes VAT exempt. Any successful Supplier will be expected to support this. Demand and requirements differ throughout the year. Our main programmes happen over summer, but we also offer Spring and Autumn programmes. The past demand covering a period of 15 months (Jan 16 to Mar 17) is reflected in historical orders data (Attachment A). The programmes are delivered by 12 Regional Delivery Partners (RDP's), who are based throughout England and Northern Ireland. They deliver the programme by recruiting Local Delivery Partners (LDP'S) who run the programmes, some RDP's also self-deliver programmes. NCS Trust designs the items. The regional and local delivery partners order and pay for the items when required mainly through an online portal but also by phone. NCS Trust is following the Restricted Procedure as outlined in the Public Contract Regulations 2015 and will short-list a maximum of 8 Suppliers from this SQ Stage.
