This Market Sounding Exercise (MSE) is not an invitation to tender or a request for formal expressions of interest. The council, as contracting authority, is issuing this request for information only, in order to assess the reaction of the market and thus make any potential procurement process more focused and efficient. The MSE concerns the market as a whole, rather than the merits of individual organisations. Leeds Health and Wellbeing strategy has a clear vision to be the Best City for Health and Well Being where those who are the poorest improve their health the fastest. One of its priorities is that ‘Housing and the Environment enable all people of Leeds to be healthy’. Improving warmth and energy efficiency, making home improvements to prevent falls and preventing delays in discharge from hospital because of a risk of falling are all key components of supporting a person to live a healthy and independent life Leeds City Council intends to procure a service that enables people to remain healthy and independent in their own homes.
