Healthy Homes Market Testing : Expression of interest (Not invitation to tender)

Croydon Council is looking to market test with potential delivery partners for a “Healthy Homes Home Visiting service. The project will fund Home Visits to approximately 600 households living in private sector housing by a professional energy assessors. The Home Visit will include fitting small energy efficiency measures, energy efficiency advice, energy tariff support, support with any damp and mould issues, and a health and wellbeing survey signposting and referring residents to appropriate support in Croydon. The Home Visit will also include a survey of the property to establish which larger energy efficiency measures could be fitted if and when funding is available, such as cavity wall insulation, loft insulation and energy efficient boilers. Responsibility of Providers • Home Visits, including the sourcing and fitting of small energy and water efficiency measures • Managing a contact centre for online, telephone and paper referrals which may be come from the Council or partner organisations, and self-referrals directly from residents. They will book appointments directly with residents ensuring capacity for home visits outside core hours. • They will design, manage and update an electronic survey tool, and provide regular and ad-hoc reporting when requested. • They will need to provide monthly reports to the Council and attend regular review meetings, and annual and end of project report. The responsibility for engagement with referral organisations, and promoting the scheme will be maintained by the Council’s project manager.
