Suffolk County Council, Adult Care Services, Learning Disabilities is giving prior notice to future Procurements for the following services; Day, Evening, Weekend Activities including Planned Short Breaks: 9 000 000 GBP p/a; Urgent Respite: 590 000 GBP p/a, 6 years + option to extend; Short Term Enablement: 700 000 GBP p/a, 21 months + option to extend for 18 months; Drop In Service: 200 000 GBP p/a, 5 years + option to extend; Procurement for each service is due to start within 2017 with the exception of Day, Evening, Weekend Activities including Planned Short Breaks which will be early 2018. Day, Evening, Weekend Activities: 9 000 000 GBP p/a Suffolk County Council, Adult Care Services are inviting providers of Day, Evening & Weekend activities/services for people with learning disabilities and/or autism who are interested in being on our new Framework contract to put themselves forward for accreditation. Accreditation will take place from October 2017 up to 26.1.2018 and will enable providers who meet the minimum standards to be accepted onto the Framework and submit activity programmes through a tender process that will be evaluated under set criteria to provide day, evening & weekend activities to our customers. Providers who do not hold an accreditation to the new standard will not be able to offer their activities or services to our customers. There will be an opportunity for interested providers to meet with Suffolk County Council to provide advice and guidance on the accreditation programme up until 26.1.2018. There will be a requirement for the successful bidder to accept a number of TUPE employees through each of these contracts. All TUPE details will be available in readiness for the Procurement. Urgent Respite: 590 000 GBP p/a, 6 years + option to extend For Adults with Learning disabilities and/or autism: This service will be a key part of our local transforming care pathway and will offer urgent respite when someone's normal care is at risk of breaking down. The service will need to be able to support people with complex needs, including those whose behaviour will challenge the service. The service will also provide care and support when someone's usual care and support is unexpectedly unavailable at short notice. The successful bidder will be required to enter a lease with the County Council for a designated property in the Kesgrave area in which to deliver part of the specified service. Short Term Enablement: 700 000 GBP p/a, 21 months + option to extend for 18 months For Adults with Learning disabilities and/or autism. The service will provide both planned and urgent short term enabling support and will therefore support people with planned skill development and provide support to people to resolve short term issues and challenges. The successful provider will work in partnership with the County Council over the life of the contract to explore and develop the service model, this will include working in partnership with other commissioned service providers. The intention is to use the duration of the contract to work collaboratively to design the future service requirement for short term support for people with learning disabilities, autism, mental health problems and other needs. Drop In Service: 200 000 GBP p/a, 5 years + option to extend For Adults with Learning disabilities and/or autism: this will be a countywide service offering information and light touch support in accessible locations across the county. The service will also support peer networks and peer support. The Council will welcome partnership bids. The funding will initially be 200 000 GBP in year one with an agreed contract value decrease in each year. There is an expectation that the successful provider will seek match funding from other sources to enhance and develop the service The successful bidder will be required to enter into a lease with the County Council for a drop in space in the Lowestoft area There will be a session for interested providers to find out more in November.
