Tender description

Hertfordshire County Council is currently out to procurement for The Provision of an Adult Mental Health Social Care Out of Hours Crisis Service in Hertfordshire. Further information in regards to this opportunity can be found in II.2.4) and VI.3) below. Organisations wishing to take part in this project are invited to ‘express interest’ which will give access to the full procurement documents in the e-tendering system. Please see VI.3) below for further information. The deadline for Expressions of Interest is 15.11.2017. To be considered as a Bidder you must complete and submit a Bid by the deadline of 12:00 Noon on 15.11.2017. Please allow sufficient time to make your return as late returns will not be permitted by the system. This procurement is for the provision of an Adult Mental Health Social Care Out of Hours Crisis Service in Hertfordshire to provide social care crisis support that is helpful and effective to people who are in crisis during times at which most other mental health services are closed. It must be open a minimum of 4 nights — Friday, Saturday, Sunday and Monday, minimum hours of between 18:00 and 2:00 (9:00 for overnight stays when required), 52 weeks a year, from community Crisis Centres. It must help Service Users and Carers develop coping strategies, leaving with robust exit plans to prevent them becoming too reliant on the Service and prevent admissions to hospital, attendance at A&E and maintain an individual's emotional well-being in the community. The Service must be made up of a minimum of four elements: telephone helpline, face to face support (drop ins), emergency overnight stay facilities and online support. The overnight stay facilities are aimed at those people facing a particularly acute crisis situation which puts them at higher risk of being admitted to hospital. We encourage partnership bids and the Prime Provider/Lead Provider will be responsible for the remainder of the partners involved. The estimated total value of the Contract is stated in II.1.5) of this notice and is for the initial term inclusive of the approximate value for extension. For the avoidance of doubt, the estimated annual value of the Contract will be between 350 000 GBP and 400 000 GBP. The current annual budget is 369 980 GBP. The initial term of this contract is two (2) years with a possible extension of up to a further one (1) year at the Council's discretion. Please note that the contract requirements will be subject to available financial resources, supplier performance and flexibility to meet changing demands. Organisations should be aware that due to the nature of the Services provided, any Contract formed as a result of this procurement process shall be executed as a deed. Organisations should seek independent legal advice on the implications of this prior to submitting their bid, where appropriate.
