Tender description

The Department for International Development (DFID) is seeking a service provider (SP) to deliver the next phase of the Energy Security and Resource Efficiency in Somaliland (ESRES) (Phase 2) programme. It is estimated a 2 year programme will be required. The UK is committed to expanding access to cheaper, cleaner and more sustainable sources of electricity in Somaliland, to improve energy security and promote resource efficiency through its Energy Security and Resource Efficiency in Somaliland project (ESRES). By reducing the cost of electricity, the programme aims to help the people of Somaliland overcome one of the biggest barriers to economic development — the high cost of electricity — and stimulate economic activity. Somalilanders are entrepreneurial people and this investment will help to re-build dilapidated and poor quality infrastructure and enable the private sector to harness the availability of clean energy, to invest, and create jobs. ESRES consists of 2 phases: A 5 000 000 GBP pilot phase (Phase 1) which has been running since September 2015; And a scale-up phase (Phase 2) which is due to begin in 2018 and run to 2020/21. The UK is drawing lessons from the ESRES pilot phase which is exploring ways to improve energy security and promote resource efficiency in Somaliland. This pilot phase will close in August 2018 and based on positive results from phase 1, DFID is seeking a private sector supplier through an OJEU selection process to deliver the implementation phase of ESRES (14 500 000 GBP). This will involve working alongside the Government, private sector and other development partners in the energy sector in Somaliland. It aims to support Somaliland in diversifying its energy mix, enhancing resilience, and facilitating an enabling institutional and regulatory environment for the expansion of access to electricity. The pilot phase is built on a strong partnership with the Government — in particular the Ministry for Energy and Minerals — and this close partnership is expected to be sustained through the implementation phase. ESRES is predicated on the impact that cheap and affordable power can have on economic development and poverty reduction. The proposed objectives of ESRES Phase 2 are: a) To build on the pilot phase and expand access to cheaper and cleaner sources of electricity. b) To build the capacity of energy stakeholders to invest in renewable sources of electricity. c) To promote learning and evaluation of ESRES initiatives.
