Best practice guidance for returner programmes

To put together best practice guidance on running returner programmes and increasing opportunities for returners. This will take the form of a document suitable for use by large employers and SMEs (it will need a section with a focus on what best practice would look like for SMEs). This document will provide the benchmark for what best practice looks like in returner programmes, or expanding opportunities for returners. It should be set out so guidance can be used without additional support, though it can signpost employers to a range of support options if that is helpful. The guidance should include a minimum standard for best practice as well as a gold standard to be aimed for. The guidance will be based on existing market knowledge, the results of GEOs qualitative evaluation (due in November), and the call for evidence analysis (due by the end of November). The guidance will also be informed by a workshop with employers already running returner programmes and a second workshop to test draft guidance with a range of employers. We will want the guidance in draft form by the end of the calendar year.
