Who Speclialist Work With The specialist will work with (by providing expert advice) the IT Service Creation delivery squads in DVLA which includes software engineers, test engineers, business analysts and also the Senior Management Team. He or she will also be required to work with the Enterprise Architecture team, the Strategy and Planning team as well as providing support and expertise to the Operations and Support teams. What Specialists Work On To provide industry best practice experience and patterns for the processing of credit/debit card payments. To support the Agency’s digital transformation goals, by defining Payment Blueprints and Architectural Designs where required across the business, with experience of integrating with external Payment Service Providers and Merchant Acquirers in line with the Payment Card Industry Data Security Standard. The blueprint/patterns produced will be used by the DVLA’s implementation teams and the specialist will review these implementations. To assist the agency in expanding their payment offerings, providing technical expertise in considering additional payment methods such as Direct Debit, BACs, and Digital Wallets etc. Where the Work Takes Place DVLA, Longview Road, Morriston, Swansea, SA67JL Early Market Engagement Working Arrangements The nature of the work dictates the location. Standard working week/hours to be managed by the Supplier as they see is appropriate. Work Location DVLA, Longview Road, Morriston, Swansea, SA67JL Security Clearance BPSS / Disclosure of Scotland minimum, SC clearance desirable. Additional T&Cs Skills & Experience Evidence of experience in integrating with one or more Payment Service Provider (PSP) to handle card payments (ecommerce and MOTO) Extensive understanding of the Payment Card Industry Data Security Standard (PCI DSS), and experience of driving compliance against the standard, across all domains Evidence of the ability to communicate complex technical concepts and ensure knowledge transfer to in-house development teams Evidence of experience working on projects using open source technology within cloud hosted/virtualised environments; AWS preferred Evidence of knowledge of the Java programming language to Java 8. Evidence of experience of integrating with external systems using REST and SOAP Knowledge of relational and non-relational database systems, for example PostgreSQL/MongoDB Experience presenting work at user groups and agile ceremonies communicating technical concepts to a non-technical audience Evidence of experience working as part of an agile software delivery team, embracing collaborative working practices and contributing to a shared team goal Evidence of supporting enablement of in-house development capabilities, engaging with staff and creating an environment of knowledge sharing Ability to assess technical capabilities of potential Payment Service Providers, as well as their associated products, and make a recommendation based on best fit for the Agency’s requirements Ability to provide Subject Matter Expertise in the area of PCI DSS compliance requirements Nice to Haves Awareness of PSD2 and other developments in the payments industry e.g. the New Payments Architecture Awareness of EU GDPR Understanding of payment technologies other than card payments e.g. Digital Wallets, Direct Debit, BACS No. of Specialists to Evaluate 10 Cultural Fit Criteria Experience working as part of an agile software delivery team, embracing collaborative working practices and contributing to a shared team goal Supporting enablement of in-house subject matter expertise, engaging with staff and creating an environment of knowledge sharing.
