Summary of the work The Marine Management Organisation (MMO) is undertaking a discovery phase project to conduct user research to determine the direction of digital marine plan services. The discovery phase will identify the user need for the services and provide digital content recommendations for future service development. Specialist role Content designer Expected Contract Length 1 Month (20 days) work spread over a 3 month period. Possible extension of 12 months. Latest start date Friday 20 October 2017 Maximum Day Rate £450 Who Speclialist Work With A multi-disciplinary agile team including Service Manager, Product Manager, Delivery Manager and User Researcher. What Specialists Work On 1. Review existing marine planning content and provide recommendations. 2. Attend user research session within the discovery phase. 3. Leading colleagues to identify user needs based upon analysis of user research undertaken within the discovery phase. 4. Provide marine planning content recommendations based upon analysis and experiences of undertaken user research within the discovery phase. 5. Present findings at show and tells, stand ups and within formal reports. 6. Produce a content plan based upon analysis of undertaken user research in the discovery phase and historically produced marine planning content. Skills & Experience • Have extensive experience of writing content for the web, with proven ability to create complex content in a clear and succinct way • Have proven experience in using metrics and user feedback to define and improve content • Strong critical thinking and problem solving skills, with the ability to see the bigger picture and translate business issues and needs into relevant, actionable plans and objectives • Strong analytical skills and the ability to quickly develop recommendations based on quantitative and qualitative evidence • Ability to work with users and stakeholders at all levels • Excellent communications skills and ability to present research findings in a creative and compelling way • Experience of working on services which align to the Government Digital Service’s Design Principles and Digital Service Standard Nice to Haves Previous experience of working within government organisations. Work Location The base location for the work is Newcastle upon Tyne for 2 days a week for a 3 month period. Remote working may be considered. Working Arrangments The supplier is expected to work as part of a service team made up of a range of specialist skills to deliver the discovery phase. We expect the supplier to be flexible to our needs and can effectively work within a team of varying skill levels. Off site and remote working would be considered, however if agreed travel to Newcastle would be required when the business considers it necessary. If remote working is agreed any travel and accommodation to the base site in Newcastle is to be accounted for within the agreed day rate. Please could you advise IR35 status of the role? MMO have determined this role to be outside the scope of IR35 Legislation 2. Does this fall inside or outside of IR35? MMO have determined this role to be outside the scope of IR35 Legislation 3. In the "Expected contract length" section you mention a "possible extension of 12 months" after the initial 3-month engagement - would that 12-month extension be fulltime, part-time or a set number of days over the 12 months? The possible extension would be a set number of days over that 12 month period. The exact number of days will be determined before the end of the discovery phase. 4. Regarding the BPSS clearance status, if the candidate does not hold active BPSS clearance and is willing to go through the process, can this be considered, if yes will you sponsor the security clearance? If BPSS is not currently held but the candidate is willing to go through the process this will be considered. However, the candidate is expected to commence this process on notification and their acceptance of the contract. MMO won’t sponsor the security clearance as this is something the candidate will be expected to provide at their own cost as a cost of running their business. 5. What is the lead time for feedback once the application is submitted? The closing date for applications is Wednesday 4 October 2017 at 11:59pm GMT. The MMO will look to notify candidates who are successful for interview WC 9 of October. Any unsuccessful candidates who are part of the initial sift will be notified WC 9 October and given feedback that week. These are provisional dates and may change during the application process. 6. Any chances of change in start date as the latest date mentioned is Friday 20 October 2017? The MMO would require the candidate to take up the appointment as soon as the offer and contract are agreed. 7. What are the other expenses which will be paid? There will be occasional travel for this role when user research is undertaken within the discovery phase engagement. Travel undertaken as part of this user research will be paid for by the MMO in alignment with its travel and subsistence policy. 8. Any specific format (pdf, doc) in which CVs to be sent later? CV's can be submitted in PDF or document format. 9. Is occasional remote working allowed? The base location for the work is Newcastle upon Tyne for 2 days a week for a 3 month period. Remote working may be considered. If remote working is agreed any travel and accommodation to the base site in Newcastle is to be accounted for within the agreed day rate. 10. Is there any travel involved in this role and will the travel expenses be paid? As the base location for this work is Newcastle upon Tyne expenses to and from that office would be the responsibility of the candidate. There will be occasional travel for this role when user research is carried out during the discovery phase of the project. Travel undertaken as part of user research will be paid for by the MMO in alignment with its travel and subsistence policy. 11. Is the rate inclusive or exclusive of VAT? The rate is exclusive of VAT. 12. Would you consider work permit holders (e.g. Tier 2 General Visa) and EU passport holders for this role? As long as the candidate holds documentation that allows them to work in the UK then they are eligible to apply for this role. 13. Your answer to Q8 mentions about sending in CVs. Yet in the online application process via the Digital Marketplace portal there is no request for CVs - only 100-word answers to a series of questions. At what point do we send in CVs and how (via the online portal or direct to a named contact)?
