Tender description

The BBC is seeking suppliers that will offer a fully managed service for the provision of fixed line telephone and mobile short dial code interactivity relating to BBC output that includes a public vote. Under the framework agreements, the suppliers will provide the telecommunications services and infrastructure for premium and non-premium rate promotions via interactive voice response (IVR, mobile short dial codes (MDSCs)) or live call-handling. These will be either on the supplier's own platform with appropriate overflow where necessary or by use of mass-calling platforms. Solutions must be scalable appropriately (some promotions may involve up to 12 000 000 calls from fixed line telephony per annum and this may vary in the future). Solutions must have the ability to be aggregated with other interactivity such as online and SMS. Solutions must be able to process data for refund scenarios. Solutions must also demonstrate high availability and reliability and compliance with relevant legislation and regulation. As the market is continuously evolving, the BBC wishes to work with suppliers who are flexible and at the forefront of technological and market advancements.
