The North West Local Authorities are developing a Flexible Procurement System (FPS) to facilitate the commissioning of high quality Children's Residential Placements. We are looking to knowledgeable and experienced providers to work with us to transform the lives of children, enabling them to break down barriers and turn challenging situations into positive ones. Through the FPS we are looking for sustainability, transformation and innovation with providers and Local Authorities and wider partners to work together to ensure each one of our children has the capacity, skills, independence and resilience they will need to meet the challenges of adult life in the 21st century. The service will be located / delivering in or within 40 miles of the borders of the participating North West local authorities. This is flexible ‘mainstream’ provision in children's homes providing 24 hours a day staffing and support for the children and young people placed with their education, health, cultural, social and independent living needs. The service will be located in or within 40 miles of the borders of the participating North West local authorities. Complex and additional needs providers must be able to meet the needs of children and young people requiring more specialist care than that available within Lot 1 mainstream provision. Complex and additional needs providers must be trained, competent and able to meet the needs of children and young people requiring more specialist health care than that available within Lot 1 mainstream provision. Examples could include Young People with the following: — Physical disabilities; — Tracheotomy including. oxygen dependent; — Severe epilepsy; — Gastrostomy including being peg fed; — Ileostomy; — Life-limiting illnesses; — Stoma; — Communication difficulties; — Sensory impairment; — Physiotherapy needs; — Continence needs such as catheterisation, bowel management. The service will be located / delivering in or within 40 miles of the borders of the participating North West local authorities. Short-break Residential Care is a service provided in a residential setting that may include overnight stays, day care or sessional visits as defined The Children’s Homes (England) Regulations 2015” and accompanying guidance “Guide to the Children’s Homes Regulations including the quality standards April 2015 or any replacement legislation. No short break stay should exceed 75 days continuous care otherwise the status is changed to that of a ‘Looked After Child’. Where appropriate Lot 4 providers must have registration to care for children with multiple impairments and complex health needs. The service will be located / delivering in or within 40 miles of the borders of the participating North West local authorities. Short Break Residential Services to Support Transition are time limited, intensive support placements purchased for the sole purpose of stabilising behaviours, and supporting the Young Person and LA in transitioning into a longer term placement. The service will be registered with Ofsted, or Welsh / Scottish regulators and will have a statement of purpose which identifies the placement as for short term emergency placements to support transition. The service will be located / delivering in or within 40 miles of the borders of the participating North West local authorities. Children's homes registered with Ofsted or Welsh / Scottish regulators and located more than 40 miles from the borders of the participating North West local authorities. This category is for organisations who are interested in bidding for services to meet the needs of a number of young people. This might be for named young people or could be for future business for predicted need. This Lot is designed as a category to support innovation, and the sharing of risk between purchaser and provider. It is anticipated that there will be a need for provider engagement and co-production in design prior to minim competitions being held in this category. Bidders will not be accepted onto Lot 7 unless they are successful in one or more of Lots 1 to 6. This lot is a lot to include innovation and scope for future requirements throughout the life of the Purchasing System, should participating authorities require additional capacity or innovation through the Purchasing System. Lot 8 will be scoped and issued to the market for providers to bid. All bidders accepted for lots 1 to 6 will be accepted on to this lot. Additional information regarding cost, staffing breakdown, service model and other qualitative information will be gathered at the point of mini competition by the purchasing body. Additional financial checks to assess the financial viability of providers may also be assessed at this time. For the avoidance of doubt all terms and conditions of the contract will apply to homes submitted to this category.
