Tender description
North of England Commissioning Support is working for and on behalf of NHS England North (Cumbria and the North East) who wish to commission psychosocial DART provision for all prisons within the North East prison cluster. The scope of the service provision model currently comprises the populations of the seven prison establishments within the North East. Important note: If prison reconfiguration and reform results in new geographical locations or potentially new build establishments or prison re-roles then the contract holder will be required to respond accordingly and be flexible in how operational services are to be deployed. North of England Commissioning Support is working for and on behalf of NHS England North (Cumbria and the North East) who wish to commission psychosocial DART provision for all prisons within the North East prison cluster. The scope of the service provision model currently comprises the populations of the seven prison establishments, as outlined below: HMP and YOI Durham — Reception; HMP and YOI Low Newton — Closed Female; HMP Frankland — High Security; HMP Northumberland — Cat C Trainer; HMP Holme House — Cat C Trainer (and Drug Recovery Prison); HMP Kirklevington Grange — Resettlement; HMYOI Deerbolt — Closed Male YOI. (Important note: If prison reconfiguration and reform results in new geographical locations or potentially new build establishments or prison re-roles then the contract holder will be required to respond accordingly and be flexible in how operational services are to be deployed) The contract is for two years beginning 1st April 2018 and will provide psychosocial DART services that are underpinned by values and beliefs that support a different way of understanding addiction and how people can overcome their addiction in order to create a better life for themselves. This will be achieved by: — Changing the culture and view of treatment from a dominant medicalised drug and alcohol treatment regime to a more balanced holistic wellbeing model. — Developing appropriate communication skills and tailoring this to respond to an individual thereby ensuring engagement and mutual respect and understanding. — Focusing on possibilities for promoting protective factors (what makes things right and helps recovery) rather than what could go wrong and ‘correcting deficits’. — Identifying the strengths, assets, interests and aspirations of people in prison and providing support to develop these, whilst they are in prison and maintain these on return to the community. — Focussing on what may cause the addiction rather than solely on the consequences or symptoms of addiction. — Addressing factors that are significant for individuals such as housing, family, peer relationships in the community, to help promote opportunities and desistence on release back into the community to enable people to lead desirable lifestyles. Bidders need to note that HMP Holme House is designated as a national Drug Recovery Prison (DRP) pilot as a joint Ministry of Justice/Department of Health three year project. This will attract additional resources and significant Ministerial scrutiny during the two years of this contract.
