Tender description

Essex County Council conducted a light touch, single stage, open procurement process to secure suitably experienced organisation(s) to deliver an effective, efficient and reliable Housing Related Support Service which provides targeted support to young people aged 16 and over within each of the county's quadrants. The successful candidate is required to work in conjunction with partnering organisations across the public and private sectors to deliver a service which enables the individuals concerned to attain their personal outcomes and become more resilient and independent as they develop intoadulthood. This service will provide HRS support for young people who are affected by the following issues: — aged between 16-17 and at risk of homelessness; — young people aged 18-21 at risk of homelessness and assessed as having specific vulnerabilities; — individuals who are leaving care; — vulnerable young parents up to the age of 21 years with additional support needs. The successful candidate will be required to workin conjunction with partnering organisations across the public and private sectors in order to deliver a servicewhich enables the individuals concerned to attain their personal outcomes and become more resilient and independent as they develop into adulthood. This service will provide HRS support for young people who are affected by the following issues: — are aged between 16-17 and are at risk of homelessness; — at the discretion of the Gateway Manager, young people aged 18-21 at risk of homelessness and are assessed as having specific vulnerabilities which may include but are not limited to: Mental Health issues and other disabilities, Substance Misuse, subject to SEND/ECH or Young People in Transition; — individuals who are Leaving Care, which includes all young people who have previously been looked after for a period of 13 weeks or more, from their 14th birthday, including some time in care after their 16th birthday. This cohort also includes young people up to the age of 21 or 25 if they remain in full-time education; — vulnerable young parents up to the age of 21 years who have additional support needs and are due to transfer to Adult Social Care services or whose dependents are identified as either Children in Need or subject to a Child Protection Plan. The successful candidate will also be required to provide both the accommodation and support elements of this service. However, the ECC funding will only cover the cost of the support provision and external funding will be utilised in respect of the accommodation element of this service. As this service is classified as a Health and Social Services opportunity, this procurement was tendered under the Light Touch Regime.
