Tender description

The Department for International Development (DFID) is seeking a service provider (SP) to deliver the next phase of the Monitoring and Evaluation of DFID's Somalia Humanitarian Programme (MESH II). If approved it is anticipated that the desired monitoring, evaluation and learning activities would be within a 4 year contract. MESH2 will be funded by the Somalia Humanitarian and Resilience Programme (SHARP) and will support monitoring and evaluation services to both DFID's humanitarian and health-related activities. SHARP is a 5 year programme designed to deliver assistance to the most vulnerable people in Somalia. The programme's aim is to promote household and community resilience and thereby reduce the number of people in extreme need of multi-year humanitarian support. The programme blends lifesaving emergency interventions with efforts that build resilience. SHARP complements other DFID programmes by bringing together UK efforts to deliver basic services, livelihoods, jobs and nascent social protection mechanisms. The work is divided into five separate, yet complementary components: a) Implementing partner performance tracking and DFID portfolio reporting (which utilise appropriate relationship-building and technologies to build evidence for better humanitarian responses); b) Multiple third-party monitoring, including arranging and managing appropriate call centre and in-field site monitoring capabilities; c) Impact evaluation (that builds on pre-existing data-sets and evidence of Somalia humanitarian interventions); d) Rapid reviews and assessments of initiatives and evidence for innovation and portfolio decision-making (especially around the innovative cash programming, deepening social inclusion in humanitarian responses in IDP settings and building climate-change adaptation); e) A learning and dissemination function, to allow a broader set of stakeholders to benefit from the evidence and data being generated by MESH II. f) Advance the digital agenda on humanitarian monitoring and the use and deployment of digital platforms and digital data-sharing relationships in project management and wider transparency and accountability agendas. g) Technical assistance support on M&E to DFID-Somalia's Health programme (including supporting the development and digitization of appropriate data-capture systems, providing guidance on appropriate evaluation design and standing-up third-party monitoring of health services). Partners/Suppliers are encouraged to use the ‘Dialogue/ Clarification’ function on the DFID Portal to raise any initial questions and/ or provide initial feedback. We will seek to conduct a Supplier Information meeting in the coming weeks. Further information on this will be shared via the DFID Portal in due course. This will be an opportunity for interested parties to learn more about DFID, the role expected of any appointed supplier, and to discuss innovative approaches to programme delivery.
