Tender description
Summary of the work Co-management with the Council of the project phase. Completion of requirements definition and options analysis for future development of an existing data warehouse. Delivery of new and enhanced reporting and analysis capability for the warehouse. Delivery of technical improvements to the warehouse, reports and interfaces. Knowledge transfer to Council staff. Expected Contract Length 6 months Latest start date Wednesday 1 November 2017 Budget Range Max £500K. No bids will be considered that exceed this amount. Why the Work is Being Done Provision of a bespoke data warehouse containing key Council data, together with associated reporting and analysis capability, is a critical part of the Council’s approach to business intelligence. The warehouse has gone live with social care data, reporting and analysis and will now be enhanced and expanded with additional data and capabilities, including reports, ad-hoc queries and dashboards. Problem to Be Solved Council staff at all levels require effective data analysis and reporting capabilities to inform and improve decision making and day-to-day management. This work will develop the existing data warehouse capabilities and also identify and agree the priorities for other data and capability to be included in it. Who Are the Users "The primary users (c.3000) are members of the Childrens, Families & Cultural Services (CFCS) and Adults, Social Care & Health (ASCH) departments. User levels range from department heads down to team member. These users run pre-defined but parameterised reports against the data warehouse on a regular basis. Other users include the Council’s Corporate Leadership team, certain areas of Finance (similar usage to above) and the Performance, Intelligence & Policy team (in addition to usage above ad-hoc queries, data manipulation and analysis)." Early Market Engagement No early market engagement Work Already Done Phase One of the project went live in May 2017, delivering the data warehouse populated with the Council’s social care data and some 220 reports. Phase Two of the project is in progress (completion October 2017) and is providing additional capability, including adding data to the warehouse, development of further reports and dashboards, technical enhancements and knowledge transfer. This work is being carried out by the same project team. Existing Team A project team exists that has successfully delivered Phase One of the project and is currently working on Phase Two. This is a joint team consisting of Council staff and staff from the Council's technical partner/solution provider. The technical partner successfully bid for the work in late 2015. The successful bidder from this Procurement will form a joint team with Council staff to deliver Phase Three. Current Phase Live Skills & Experience • Have demonstrable experience of Agile development • Have demonstrable experience of data warehouse design, development, implementation enhancement and maintenance • Have demonstrable experience of successful delivery working in complex and regulatory environments • Have demonstrable experience of unit, system and integration testing • Have demonstrable experience of the Microsoft stack, including Power BI • Have demonstrable experience of report development • Be Capable of deploying upwards of 10 resources with the above skills and experience • Have demonstrable experience of working collaboratively, including training and knowledge transfer • Be a minimum of a Microsoft Silver Partner • demonstrable experience ofusing MSSQL Server2014 Enterprise Edition, SSIS,SQL Server Datatools, SSAS - Tabular, SQL ServerMDS, SSRS, ReportBuilder3.0, SQL Server DataTools 2013&2015, Power BI Enterprise Gateway, CDC by Attunity for Oracle Nice to Haves Have previous experience in local government Work Location Nottinghamshire County Council, County Hall, West Bridgford NG2 7QP Working Arrangments "Supplier staff will work on-site five days per week as part of a joint team with Council staff. The team will be managed jointly by a Council project manager and a supplier project manager and report to a project board. Supplier staff will be expected to engage with council staff beyond the immediate project team (e.g. users, IT department) as required. Supplier staff will be responsible for travel and expenses to County Hall. Agreed reasonable expenses will be reimbursed for any work on Council sites other than County Hall." Security Clearance Not required Additional T&Cs Suppliers shall provide transparency to the Council on the rates paid to resources. Shortlisted suppliers will be informed on the 6/10/2017 and the deadline for submission of a written proposal and case study will be 4 p.m. on 13/10/2017 2. Will the written proposal be restricted to a specific word count? The proposal will be limited to 5000 words but case studies will be unlimited.
