Tender description

A review into the current provision of housing related support has been carried out and provides the basis for the services set out in this specification. The review identified a continued need to commission a flexible pathway of services to support vulnerable people who are homeless, at risk of homelessness or experience difficulties gaining or sustaining a tenancy. Analysis of existing provision, consultation with service users, service providers and stakeholders identified an overall positive and successful approach to the provision of housing related support. The review has also led to a clear direction on what we should be trying to achieve. In response the Council has developed a commissioning approach that will ensure maximum use of available resources. This will be through the retention of the successful homeless provision alongside the commissioning of larger flexible community support services. Estimated Contract Value: 8 355 188 GBP — 13 925 314 GBP. This service element, Assessment, Intensive and Resettlement service (Lot 1), will provide a key access route into housing related support for those who are homeless. The service will carry out assessments over a short period of time to assess the appropriate accommodation options for an individual. This may include a move into the intensive support element, also provided through this service specification, or it may require support by this service to enable the individual to move to other housing options including other housing related support services, family or private rented sector. The intensive element of this service will provide housing related support for those who are identified as needing a high level of support to gain the necessary stability and skills to consider more independent living arrangements. The service will work with individuals to help them prepare for, and succeed in moving into more independent accommodation settings. This service element, the Intensive support and resettlement service (Lot 2), will provide housing related support for those who are identified as needing a high level of support to gain the necessary stability and skills to consider more independent living arrangements. The service will work with individuals to help them prepare for, and succeed in moving into more independent accommodation settings. This service element, the Intensive Lifeskills support and resettlement service (Lot 3), will provide housing related support for those who are identified as needing support, sometimes at a high level to gain the stability and skills, in particular life skills necessary to consider more independent living arrangements. The accommodation offers self contained units which provides the scope to work with a group of people, who for different reasons may benefit from accessing more this type of accommodation. The service will work with individuals to help them prepare for, and succeed in moving into more independent accommodation settings. This service element, the Intensive Lifeskills support and resettlement service (Lot 4), will provide housing related support for those who are identified as needing support, sometimes at a high level to gain the stability and skills, in particular life skills necessary to consider more independent living arrangements. The support, whether in one or more properties, will ensure there are opportunities for developing strong peer networks within the accommodation setting and a focus on community links (e.g. volunteering, skills development) to help build an individuals position within the local community. The service will work with individuals to help them prepare for, and succeed in moving into more independent accommodation settings. This service element, Flexible Housing related support service (Lot 5), will provide support to people in a housing need across all tenure groups — this will include support to people in their own homes, to people where the support is integral to their tenancy and homeless people. The service will help people who are at the verge of losing their housing or who need additional support to either sustain their current housing or to move to a more appropriate accommodation. The service will also provide a coordination role across the different Gateway approaches to the majority of housing related support services. This service element, the Alcohol accommodation support service (Lot 6), will provide housing related support for those who experience difficulty accessing or maintaining their own accommodation as a result of their alcohol use. The high needs element of the service will provide support to individuals to help them manage their alcohol use and seek a change in their behaviours which will enable them to pursue independent sustainable accommodation. The service will also support a number of individuals who have achieved abstinence but seek a period of further support to make the transition into independent accommodation.
