Bedford Borough Council (the Council) is undertaking a procurement exercise to appoint a suitably experienced and qualified organisation to provide a specialist enforcement service to Environmental Services. The contract seeks to provide a high profile, self-funding enforcement initiative primarily tackling litter enforcement and dog fouling enforcement. Bedford Borough Council's primary focus is for an initiative that will change behaviour towards environmental crimes. The contract seeks to provide a high profile, self-funding enforcement initiative primarily tackling litter enforcement and dog fouling enforcement. Bedford Borough Council's primary focus is for an initiative that will change behaviour towards environmental crimes. Within this authority some litter enforcement work was being undertaken alongside awareness raising campaigns. The current enforcement unit (4 enviro-crime officers) have gone through a number of changes and restructures and job roles have changed considerable to deal with all environmental crime. Continual improvement of the Environmental Enforcement Team is ongoing, utilising intelligence driven enforcement and improved procedures, particularly through better partnering with the Police. However, the Environmental Enforcement unit does not have the capacity to provide a dedicated litter enforcement service any longer. In a changing financial world there was a need to find a service that does not rely of funding from tax payers. This proposal looks at the benefits of bringing in external resources to enhance and compliment the current enforcement work being undertaken within the borough.
