Tender description
The Department of International Trade is seeking to engage the market in order to formally discuss delivery options for the UK-China Infrastructure Academy ahead of a formal procurement to appoint a single provider or consortium to deliver 2 5-day training courses in the UK as part of the Academy between January and March 2018. There are potentially further courses to be delivered over a longer period under the contract. Potential suppliers should register their interest through the portal as detailed at Section I.3). Chinese investment in UK infrastructure and regeneration projects has exceeded 4 000 000 000 GBP since 2012. The UK-China Infrastructure Academy plays a key role as an executive training programme offering courses, seminars and workshops to delegates from Chinese businesses and Chinese government to cover all aspects of the market context related to infrastructure and regeneration projects. It is designed to accelerate further high-quality Chinese investment into the UK. The potential provider will deliver a training programme detailing to delegates: — Roles of national + local government, including responsibilities and delegated authorities and the potential impact of relevant changes such as devolution/Brexit to these; — Processes for infrastructure and regeneration projects including planning, compliance, governance, legal regimes, regulation, standards, health + safety, operations, financing including public-private partnerships and engagement with stakeholders; — Standards in the UK such as how the UK government consults with industry; how, why and when industry forms consortia; — Key professional institutions in the UK. It will be the potential provider's responsibility to provide all venues and accommodation for the Delegates as well as sourcing the facilitators/trainers.
