Why the Work is Being Done The Defence Learning Management Capability (DLMC) Programme Office is tasked with on-boarding the TAFMIS training system in-house to Information Application Services (IAS). DLMC and IAS require a supplier to work in partnership, who can initiate the project to migrate TAFMIS, the service operations and management to IAS. A copy of the Statement of Requirement can be obtained from pauline.hewish662@mod.gov.uk Problem to Be Solved This will be the project set-up phase, reviewing and validating outputs (including technical) from the previous feasibility studies, setting the conditions for the implementation phase through evidence gathering for due diligence of TUPE, employment rights, IPR/licensing implications, understanding the consequences of contract "exit" and drafting of all project documentation. Who Are the Users There are approximately 4000 users of the system with about 1000 accessing on a monthly basis from all of the 3 services. The TAFMIS users can be divided into the following groups: a. The main users of the system are the training schools in the MoD to manage the training. b. A central group that is responsible for creating the courses and reporting on the trainings for MIS purposes. c. Instructors who use the system to view course schedules, activities and allocations. d. Trainees who use interact with the system primarily via surveys. Early Market Engagement Nil Work Already Done IAS has undertaken a discovery phase with a supplier in conjunction with DLMC, which provided an inventory of TAFMIS services, application dependencies and approaches to step down from DXC provide services. The discovery phase divided TAFMIS into 4 distinct components of User Training, Running the Service, Operating the Service and Development. Subsequently a supplier has delivered a plan to in-house all or part of TAFMIS, as appropriate or contractually allowable. The key deliverables from this were: viable plan to deliver the change, a cost model to indicate project costs, a Key Decision Points and risks. Existing Team The supplier will interface into IAS technical and support teams, who will take on the operating and run of TAFMIS. Current Phase Not applicable Work Location The place of delivery of the contract shall be at such location as agreed between the supplier and the Authority, the locations where the supplier will be required to work will be Army HQ in Andover and DXC in Hook. Working Arrangments The supplier will be expected to: - Deliver within IAS and MoD standards, policies and processes including scrutiny and approvals structures. - Work collaboratively in multi stakeholder, supplier and functional teams. - Be responsible for expenses to supplier sites. Security Clearance Security Clearance (SC) will be required for the duration of the role. Incumbents are to follow both the letter and spirit of Army Headquarters security regulations. Proven track record of successfully planning and implementing service transition and migration of large applications and service operation and management to an alternative supplier. Proven and recent experience of establishing and implementing the necessary quality assurance for a large scale migration of applications and transition of service operations and management to an alternative supplier. Recent experience in providing solution architecture for migration of application services and the programmatic steps to deliver the migration. Recent experience in VMWare software defined data centre technology including VCentre and VSphere. Recent experience of database technologies of SQL server 2005, 2012, 2014. Recent experience of Windows 2008 and 2012 operating systems with ISS Recent experience in the development technologies and frameworks of C++, VB, VB.Net, C#, Java, MVC and thick client provisioning through Citrix. Recent experience in Business Intelligence and data warehousing technologies of SAP Business Objects, Recent and proven experience in training and scheduling systems and data level integration techniques. Recent experience in providing development teams to decompose source code to understand application functionality and replace/refactor with another service. Recent experience of delivering information services within MoD polices of JSP 440 and JSP 604 to gain Defence Assurance and Information Services accreditation. Recent experience of defining and implementing IT Service Operations, against ITIL for services migrated to a new provider. Recent experience of providing technical teams to support applications in service from 1st – 4th line. Demonstrate commitment to excellence and improvement, through seeking actionable feedback and setting targets. Nice to Haves Recent experience in Statistical Analysis Software and Oracle Business Intelligence Enterprise Edition. TOGAF certified architects Awareness of and experience in adherence to the Technology Code of Practice (Government Digital Standards) No. of Suppliers to Evaluate 3 Proposal Criteria Evidence against the skills, experience and cultural fit. Approach for transition of service, running and knowledge transfer into IAS. Provide core team structure and CVs of senior architects, developers, project managers and business analysts who could be part of the service. Provide two reference able client-focussed case studies where your company have provided the desired service similar to this requirement. Explain how you plan to mobilise the team quickly and retain key resources for the duration of the contract Ability to flex up and down resources to meet the demand of the project during different phases, whilst ensuring quality and consistency. Commitment to quality of the deliverables, outcomes and experience of the resources, and rapid remediation / replacement if an issue occurs. Identify the risks and dependencies associated with this requirement and potential mitigation. Cultural Fit Criteria Recent proven experience of an open and collaborative working relationship at all levels with excellent communication and co-ordination skills when conducting daily stand-ups, team meetings, presentation and demonstrations. Has a no-blame culture and encourages people to learn from their mistakes, working as “one team”. Suppliers must demonstrate an ability and willingness to work collaboratively and flexibly within a multi-vendor delivery environment to achieve the required outcomes.
