Tender description
Further to the success of the PRO-LITE procurement Transport for London undertook, the approach — to identify and put in place long-term contracts for products that will demonstrate optimal Whole Life Costs and performance — will now be extended to a range of Smoke and Fire Dampers. London Underground typically utilise motorised and non-motorised smoke and fire dampers. Sizes range from 100 mm diameter or 200 x 200 mm square upwards. Circular, square and rectangular dampers are used. Dampers are installed to maintain compartmentation where ventilation openings or ducts penetrate walls, floors and ceilings. Transport for London (TfL) is an executive body of the Greater London Authority, created in 2000 as the integrated body responsible for the Capital's transport system. Its primary role is to implement the Mayor of London's Transport Strategy, and manage transport services to, from and within London. Among several other assets, at present, TfL is responsible for approximately 360 miles (560 km) of main roads, 270 London Underground stations, and well over 1 000 buildings in and around the capital. These numbers are expected to increase over time as London expands and TfL gains responsibility for new and existing transport services. As part of a determined effort to increase and maximise the value TfL achieves from its future investments, particularly with respect to investments in products and systems, a new initiative to build more strategic, resource efficient and mutually beneficial long-term relationships (contracts) with manufacturers and suppliers has been launched (Fit for Purpose Stations — FfPS). FfPS will result in a catalogue of products (a ‘Kit of Parts’ or set of ‘Common Components’) that will demonstrate the most superior Whole Life Cycle Costs and Performance — for its given purpose — once installed on London's transport network. These products will be the ‘first choice’ products selected for use across the network and in most areas of the business will be ‘mandated for use’ (for as long as they continue to deliver the value TfL expects). Successful manufacturers and suppliers will be awarded a long-term framework contract(s) to supply TfL for up to 8 years (for 1 000 000 + GBP), which will be used wherever possible as long as TfL achieves the value it expects from its investments in products once installed in service. Typically (but not all), contracts will: — Be up to 8 years in duration (the legal limit), 5 initial years with options to extend for up to a further 3 years; — Be awarded for 1 000 000 GBP or more; — Be awarded at a ‘zero base’, meaning TfL is not committed to purchase a minimum amount; — Include a ‘product refresh’ clause, meaning that products in the ‘Kit of Parts’ can be updated over the duration of contracts in the case more advanced versions will demonstrate superior Whole Life Costs and performance. The ‘Kit of Parts’ is currently ‘mandated for use’ across: — 270 London Underground Stations, — 1 000 line side buildings, — Power and operational buildings. A conscious effort is being made across all organisations within the TfL family (London Underground, Surface, and Dockland Light Railway (DLR)) to use the contracts; however, products will only remain mandated as long as they perform as described.
