This is a prior information notice (PIN) only: Publication and call for competition will be conducted once scope of work is fully defined and approved. DFID Pakistan is designing a new programme which will provide high quality and politically informed technical assistance in the following areas: a. Strengthening provincial economic development and spatial planning; b. Improving project prioritisation, planning, and investment facilitation; c. Improved access to reliable and affordable clean power for businesses, SMEs and households. DFID Pakistan is designing a new programme which will provide high quality and politically informed technical assistance in the following areas: a. Strengthening provincial economic development and spatial planning: The programme will map out the economic development opportunities for urban areas and regional growth including those connected to the China-Pakistan Economic Corridor (CPEC). It will support KP's provincial level planning framework to harness these economic development opportunities. Results to be measured will include the level of cross-government consensus in planning, the development of economic and spatial plans, and the number of key enabling reforms implemented. b. Improving project prioritisation, planning, and investment facilitation: The programme will develop project selection against economic, environment and social and equity considerations. It will also help mobilise finance for selected projects such as special economic zones and low income housing. Success of the component will be measured by the number of projects delivered with environmental, gender, inclusion, and resilience benefits prioritised and the amount of financing raised from other sources. c. Improved access to reliable and affordable clean power for businesses, SMEs and households: This component will provide technical assistance and finance to promote the uptake of more clean energy and energy efficient energy solutions. The programme will target up to 5 Megawatts of energy generated through renewable technologies or saved through efficiency improvements. Other results will include the number of industrial units supported and the increase in financing for green energy.
